Quick Summary
The National Oceanic and Atmospheric Administration (NOAA) is seeking proposals for a Total Small Business Set-Aside single-award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for the Earth Prediction Innovation Center (EPIC). This opportunity aims to advance weather modeling skills, maintain international leadership in numerical weather prediction, and improve the transition of research into operations. Only offerors who submitted a proposal for Phase 1 and provided intent to participate in Phase 2 are eligible to submit a proposal. The Phase 2 proposal submission deadline is August 15, 2025, at 4:00 p.m. EDT.
Scope of Work
The contractor will provide state-of-the-art software architecture, engineering, and scientific support services. Key objectives include maintaining and expanding a community modeling infrastructure for advanced Earth system models within the Unified Forecast System (UFS) framework. This encompasses:
- Project Management: Developing and maintaining plans (PMP, QCP, Transition Plan), conducting progress meetings, and managing risks.
- Infrastructure: Supporting and expanding the EPIC Community Portal (ECP) with CI/CD pipelines for public-facing testing and development, leveraging HPC resources.
- Code Management: Supporting platform-agnostic containerized UFS code, adhering to open-source principles.
- Systems Integration: Supporting end-to-end prototypes and continuous integration of UFS configurations.
- Data Management: Supporting data management for UFS testing.
- Performance Tracking: Developing frameworks to track UFS computational performance and forecast skill.
- Community Engagement: Supporting UFS community releases, advanced user support, and a community governance framework.
- Machine Learning (ML) for NWP: Supporting infrastructure for data-driven NWP models using AI/ML and hybrid approaches.
Contract Details
- Contract Type: Single-award IDIQ with Firm-Fixed-Price task orders.
- Period of Performance: Five (5) years, from April 26, 2026, to April 25, 2031, with an option for a six-month extension.
- Estimated Value: Minimum order $25,000; maximum order $49.9 million.

Eligibility & Submission
This is a two-phase advisory down-select process. Only firms invited to Phase 2 are eligible to submit proposals. Proposals will be evaluated on a best-value trade-off basis, considering:
- Evaluation Factors (descending order of importance): Technical Capability, Technical Approach, Past Performance, and Price.
- Required Submissions for Phase 2: Cover Letter, Volume II - Technical Approach, Volume III - Past Performance, and Volume IV - Pricing Submission.
- Pricing: Attachment 5 (Amd 0003) details the pricing schedule, requiring fully burdened hourly labor rates and proposed escalation. It also outlines Firm-Fixed-Price requirements for Task Order 1, including itemized Other Direct Costs (ODCs).
- Technical Capability Projects (TCPs): Attachment 3 provides a framework for detailing experience in key technical areas, including FTE estimation and supporting documentation references.
- Submission Method: Kiteworks is approved for transferring CUI documents and large files.
Key Amendments & Clarifications
- Amendment 0003 (latest, Feb 21, 2026): Provides updated documents (Attachments 1, 2, 5, 6) and contract clauses. It explicitly states that only Phase 2 offerors who provided intent to participate are eligible, and proposals from others will not be evaluated. The Phase 2 proposal deadline is not extended.
- Amendment 0001 (July 25, 2025): Extended the proposal submission deadline to August 15, 2025, 4:00 p.m. EDT.
- Advisory Clarification (July 30, 2025): Clarified that the 100-character limit for Attachment 3 reference columns is a recommendation, not a firm requirement, and confirmed Kiteworks approval for CUI transfer.
- Data Management Plan: Removed as a proposal requirement by Amendment 0002; now a post-award deliverable.
