This solicitation is for "East Boundary SSC - 12363N26Q4179" and is restricted to current vendors holding the RMRP BPA. • Mandatory Work Activities:

• Project Location: T12S, R67W, Sec 05, 08, 16, 17, 21, 28, and 33, 6th PM El Paso County, west of the United States Air Force Academy, north of Colorado Springs, CO.

• Contract Operations: Includes activities on National Forest lands or within Forest Service protection boundaries.

• Protection Measures: Specific measures are required for plants, animals, cultural resources, and cave resources, as well as protection of existing improvements (roads, powerlines, gates, etc.).

• Fire Precautions: A fire plan is required, and specific measures for fire prevention and control, including smoking, lunch fires, spark arresters, fire extinguishers, and blasting/welding safety, must be followed.

• Contract Type: Firm Fixed Price.

• Period of Performance: September 14, 2026, through June 30, 2028.

• BPA Call: This BPA call will be issued against the Rocky Mountain Restoration Project BPA.

• Proposal Submission: Quotes must be emailed to Quotes_.mcuke7elrkti84fl@u.box.com and chad.bullock@usda.gov.

• Due Date: July 20, 2026, at 2:00 PM Mountain Daylight Time.

• Proposal Format: Two separate documents: a technical proposal and a price proposal.

• Evaluation Criteria: Proposals will be evaluated based on Technical Approach (most important), Relevant Past Performance, and Utilization of Local Work Forces/Benefit to Local Community. Cost/Price will also be considered.

• Site Visit/Pre-Proposal Conference: Scheduled for Tuesday, June 30th, 2026, at 11:00 AM at the Stanley Canyon Reservoir Trailhead. Vendors must apply for an access pass to the U.S. Air Force Academy.

• This solicitation is restricted to current vendors with the RMRP BPA.

• Proposals must be valid for 60 days after the receipt date.

• All mandatory work items must be priced.

• The contract will be awarded to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government.

Statement of Work (SOW) / Performance Work Statement (PWS)

To protect critical Department of Defense (DOD) infrastructure and assets by creating resilient forested landscapes through thinning unhealthy forests, thereby reducing hazardous fuels and establishing strategic fuel breaks and fire potential control lines near military installations.

This document details two mandatory work items for masticating and chipping forest material:

• Mandatory Item 1: Masticate/Chip Material (MixedCon) (130 Acres):

  • Retain: Conifers >= 9" DBH, Gambel oak >= 4" DBH, 5-10 conifers/acre < 5" DBH with good form, and retained conifers > 10 ft tall pruned to 5 ft. Retained conifers should be outside driplines, with Ponderosa pine preferred. Pruned material to be masticated/chipped.
  • Remove (Masticate): Conifers < 9" DBH, Gambel oak < 4" DBH, and standing dead trees 0-9" DBH.
  • Masticated Material: Distribute evenly, not exceeding 4 inches depth and 12 inches length.

• Mandatory Item 2: Masticate/Chip Material (Oak) (131 Acres):

  • Retain: All conifers, Gambel oak >= 4" DBH, and 20% of Gambel oak in clumps (25-50 ft diameter, 100 ft apart, 10 ft from conifer driplines). Retained conifers > 10 ft tall pruned to 5 ft. Pruned material to be masticated/chipped.
  • Remove (Masticate): 80% of Gambel oak < 4" DBH, and standing dead trees 0-9" DBH.
  • Masticated Material: Distribute evenly, not exceeding 4 inches depth and 12 inches length.

• Work quality will be calculated based on the number of deficient and excess trees. A minimum Acceptable Quality Level (AQL) of 90% is required for both items.

• Work quality below 85% may result in a work order for improvement or contract termination.

• Work quality below 90% due to excess trees may result in rework or reduced payment.

• Reinspection procedures are outlined if results are unacceptable to the contractor.

• Work may be performed any time during the contract term, except under conditions of increased fire risk, excessive soil moisture, or deep snow.

• The government reserves the right to prioritize treatment order.

• Work will be suspended if cultural or archeological sites are discovered.

• Acreages are determined by GPS or GIS mapping.

• Contractor must comply with Federal, State, and local environmental quality laws.

• Government inspection will be conducted visually and through formal plots. Each unit will be inspected separately.

• Contractor must obtain GPS receivers capable of determining geo-fence boundaries within contract tolerance.

• Definitions for various terms (e.g., DBH, Slash, Treatment Unit) are provided.
