Evaluation Factors
This acquisition will utilize a Lowest Price Technically Acceptable (LPTA) source selection process. Proposals will be evaluated on two factors: Technical and Price.
- Technical proposals will be rated "Acceptable" or "Unacceptable" based on meeting minimum Statement of Objectives (SOO) requirements and demonstrating a thorough understanding. Sub-factors include Completeness and Clarity of Proposed SOW, Equipment/Resources/Security/Facilities, and Schedule. An "Acceptable" rating is required for each sub-factor. Exceeding minimum technical requirements will not provide an advantage.
- Price proposals from technically acceptable offerors will be ranked from lowest to highest and evaluated for fairness and reasonableness. Offerors must propose their own Statement of Work (SOW) based on the SOO.
