Sources Sought Notice

This Sources Sought Notice (SSN) is for market research by the Indian Health Service (IHS) to identify qualified firms capable of providing maintenance and support services for an Eaton 93PM, 30 kVA Uninterruptible Power Supply (UPS) system and its associated 144-cell VRLA battery system at the Fort Yuma Healthcare Center. The IHS is evaluating this requirement for potential acquisition under the Buy Indian Act.

The contractor shall provide full-service maintenance and support, including:

• Annual UPS Preventive Maintenance

• Semi-Annual Battery Preventive Maintenance

• Comprehensive Parts and Labor Coverage

• 24/7 Telephone and Remote Support

• Four (4) Hour Emergency On-Site Response

• Services performed by Eaton-Certified Technicians

• Required Maintenance and Condition Reports

• Anticipated period of performance: One (1) base year with four (4) option years.

The Government is primarily seeking responses from Indian Economic Enterprises (IEEs) and Indian Small Business Economic Enterprises (ISBEEs). Responses from all other small business concerns (SB, 8(a), HUBZone, SDVOSB, VOSB, WOSB/EDWOSB) are also encouraged for market research purposes.

Interested firms must submit a capability statement (maximum 5 pages) including:

• Company Name, UEI, CAGE Code, and socioeconomic status.
• Qualification as an IEE and/or ISBEE.
• Experience servicing Eaton 93PM UPS systems or similar mission-critical UPS equipment.
• Ability to provide Eaton-certified technicians.
• Ability to meet the four (4) hour emergency response requirement.
• Experience maintaining large VRLA battery systems.
• Relevant projects performed within the last five (5) years.
• Geographic capability to support the Fort Yuma Healthcare Center.

Important: Capability statements must specifically address the requirements and demonstrate how the firm will satisfy them. Generic marketing materials are not desired. Responses lacking sufficient detail may be considered of limited value.

Statement of Work (SOW) / Performance Work Statement (PWS)

To ensure the continued reliability, safety, and performance of the Indian Health Service (IHS) Fort Yuma Healthcare Center's installed Eaton Uninterruptible Power Supply (UPS) system, which is critical for IT and clinical operations.

Provide full-service maintenance and support for the Eaton UPS system (Model: Eaton 93PM, 30 kVA, Serial Number: EL431UXXX05) and its associated 144 VRLA sealed battery system. Services include:

• Annual (Major) Preventive Maintenance on the UPS.

• Bi-Annual (Major) Preventive Maintenance on the battery system.

• Emergency response with a guaranteed four (4) hour on-site response time, 7x24.

• Telephone/remote support, available 7x24.

• Comprehensive parts and labor coverage.

• All services must be performed by manufacturer-certified technicians.

• Emergency Response Time: On-site within 4 hours of notification (95% AQL).

• Telephone Support Response: Within 30 minutes of contact (95% AQL).

• PM Completion: Annual PM completed within the contract year (100% AQL).

• Deliverable Timeliness: Reports submitted within required timeframes (95% AQL).

• Technician Certification: All on-site technicians must be manufacturer-certified (100% AQL).

• Period of Performance: Base Year (August 1, 2026 – July 31, 2027) with four (4) option years extending through July 31, 2031.

• Place of Performance: Fort Yuma Healthcare Center.

• Certifications: Technicians must be Eaton manufacturer-certified.

• Compliance: Adherence to FAR, HHSAR, IHS policies, OSHA, NFPA 70E, NEC, IEEE standards, Privacy Act, and Section 508.

• Facility Access: Compliance with IHS background check and facility access requirements.

• HIPAA: Strict adherence to HIPAA regulations regarding Protected Health Information (PHI).

• Reporting: Submission of UPS PM Service Reports, Battery Condition Reports, Emergency Service Reports, and Annual Summary Reports within specified timeframes.

• Invoicing: Submission via the Invoice Processing Platform (IPP).
