Quick Summary

The Library of Congress, Office of Chief Information Officer (OCIO), has issued a Notice of Intent to Award a Sole Source contract to NIC Federal LLC for eCCB Hosting and Licenses. This action is based on the unique capabilities of NIC Federal LLC, as they are the sole provider of the electronic Copyright Claims Board (eCCB) system and its associated services. The contract will cover licensing, cloud hosting, maintenance, and updates for the eCCB system.

Purpose & Scope

The Library of Congress requires contractor support to ensure the continued operation and maintenance of the eCCB system, which is critical for resolving copyright infringement claims. The scope includes providing all necessary application-based licensing (e.g., Accusoft, Deque, AWS Hosting, NIC Corporate Services), cloud hosting services, and comprehensive maintenance. This encompasses routine bug fixes, security patches, technical support, system documentation updates, IT contingency planning, and remediation of software vulnerabilities. The contractor will also provide customer support to internal users and ensure operational readiness.

Set-Aside & Justification

This is a Sole Source action under the authority of 41 U.S.C. 6101(b)(2)(c) and FAR 6.302-1, as the Library's minimum needs can only be satisfied by NIC Federal LLC's unique capabilities or products. NIC Technologies owns the eCCB system and does not have authorized resellers, making them the only source for the required support. The Library plans to conduct a full and open competition for this requirement in 2027.

Response & Deadline

This is not a solicitation for competitive quotations. However, responsible sources who believe they can meet all requirements described in the Justification and Approval (J&A) should submit a capability statement.
