Scope of Work
The services require conducting six formal EEO investigations of complaints made by NETC civilian employees. Investigations will cover varying numbers of issues (two to six or more) and utilize fact-finding methods such as interviews, conferences, requests for information, interrogatories, and affidavits. The contractor will produce factual records and comprehensive Reports of Investigation for each case.

Key Requirements & Deliverables
- Investigation Plan (IP) and Interview Questions: Submit within 7 days of receiving case files; finalized versions within 5 days of Government approval.
- Report of Investigation: Submit within 60 days of approved IP and interview questions; revisions within 10 days of feedback.
- Deliverables: Draft and Finalized IPs and Interview Questions, EEO Initial Report, and EEO Revised Report, all submitted electronically via DoD SAFE.
Personnel Qualifications
Investigators must have experience in U.S. Federal Government EEO investigations, have completed the EEOC-required 32-hour EEO Investigator course, and possess current annual refresher training.
Submission Requirements
Interested vendors must submit a technical capabilities statement executive summary via email to Yaynel Yambo (yaynel.c.yambo.civ@us.navy.mil). The statement should include:
- Sources Sought Number
- Company name, address, POC, phone, and email
- Contractor CAGE Code, Unique Entity ID, DUNS number, business size, and NAICS classification
- Indication if services can be provided via GSA schedule or Open market
- Relevant past performance (last five years) including contract number, total dollar amount, and customer POC with contact information.
Feedback on the draft PWS is also encouraged. Do not submit pricing information.
