Scope of Work
The EGIS III contract aims to expand USCIS's enterprise integration backbone to support critical missions, including national security vetting, immigration system integrity, and advanced adjudication operations. The contractor will provide comprehensive IT services to design, develop, modernize, enhance, optimize, secure, operate, and maintain a cloud-hosted integration platform for secure information exchange. Key capabilities sought include:
- DevSecOps tools and strategies, Agile and iterative delivery
- Secure-by-design and zero-trust principles, NIST RMF compliance
- Cloud-native architecture, performance engineering
- AI/ML-enabled anomaly detection, predictive analytics, and advanced targeting/risk-scoring platforms
- Secure investigative data pipelines, event-driven/serverless architectures

Submission & Evaluation
Responses, not exceeding nine (9) pages, should be submitted via email to Patrick C. Gadwah (patrick.c.gadwah@uscis.dhs.gov) in MS Word or PDF format. USCIS is seeking examples of corporate experience and past performance related to designing, implementing, and operating large-scale microservice platforms, building CI/CD pipelines, securing high-sensitivity systems, and developing AI/ML solutions. Vendors should also provide company information, business size, and relevant contract details.

This RFI does not constitute a solicitation or obligation to award a contract. Responses will not be returned, and individual feedback will not be provided. The U.S. Government will not reimburse expenses for responding. Information received may be used to refine the acquisition strategy, contract structure, evaluation criteria, and performance-based metrics.
