• Prohibited from using Class I Ozone Depleting Substances (ODS) in the test, operation, or maintenance of any system, subsystem, item, component, or process.

• Contract Type: Firm-Fixed Price (FFP)

• Period of Performance: 12 months from the effective date of the sale.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for timber removal services at Eglin Air Force Base, Florida, specifically for the "85 Slash Plantation Timber Sale."

• The contractor shall manage all aspects of timber removal, including tools, supplies, equipment, and labor.

• The sale involves harvesting all merchantable Sand pine and Slash pine trees designated by the base forester within harvest unit 25P85.

• The sale area comprises approximately 83.45 acres and an estimated 3,863 tons of pine timber.

• Timber will be sold on a lump-sum basis; the winning bidder pays 100% of the bid price at the start of the contract.

• All merchantable trees (Sand pine and designated Slash pine, 5.0 inches diameter and larger, measured 4 ½ feet from ground level) within the designated harvest units are to be cut and removed.

• Blue or Orange paint marks the perimeter of harvest areas.

• The harvest unit shall be completed within 365 days of contract signing.

• The sale is located on Eglin AFB, Florida.

• Compliance with Florida Best Management Practices (BMP's) for silviculture is mandatory.

• Minimize damage to residual trees during cutting and removal.

• Previously reforested areas must not be disturbed.

• Loading deck locations require pre-approval by the Contracting Officer and must be at least 200 feet from major roads and 100 feet from watercourses.

• Lodged trees must be pulled down immediately.

• Stumps must be cut no higher than 6 inches above ground.

• Logging debris must be removed to a minimum of 10 feet from improved grounds, right-of-ways, roads, fences, bridges, culverts, and streams.

• Roads used for access must be pre-approved; existing roads and bridges are to be used and maintained by the contractor.

• No fires are permitted on the Eglin Reservation.

• Dumping of garbage, refuse, or equipment is prohibited.

• Speed limits: 45 mph on numbered paved roads, 35 mph on other numbered roads, or slower if conditions require.

• Protection of Red Cockaded Woodpecker cavity trees and Okaloosa Darter streams is required.

• Hazardous conditions due to potential unexploded ordnance (UXO) exist on the site; contractors must be aware and follow safety protocols.

• Cultural sites must be avoided.

• Removal Reports: 98% submitted on time.

• Payment: 98% of payments received on time with the required amount.

• Utilization/Removal Requirements: 98% of trees utilized/felled per standards.

• Designated Removal: 100% compliance for protection of only designated removal.

• Endangered Species: 100% compliance for protection of endangered species/habitats.

• Bidders are encouraged to visit the site and cruise the timber prior to submitting bids.

• Detail maps and cruise data may be obtained from the Natural Resources Branch.

• Payment is lump-sum, due at the start of the contract.

• Weekly Removal Reports are required, detailing contractor name, contract number, period covered, product, and total net tons removed.

• Delivery tickets from certified weight scales are required for each load, showing scale location, destination, ticket number, date/time, contract number, gross/tare/net weight, and harvest unit number.

• A pre-performance briefing is required, including a list of haul vehicles, evidence of insurance, and stump-age payment/performance bond.

• The Contracting Officer's representative for surveillance and acceptance is the Chief, Natural Resources Branch, Eglin Air Force Base, Florida.

• The contractor must maintain two-way communication with the Eglin Contracting Officer Representative and JTTOCC.

• The contract period is 365 days from signing.

• The government may restrict operations due to military mission requirements.
