This Statement of Work outlines the requirements for a timber sale at Eglin Air Force Base, Florida, specifically for the "85 Slash Plantation Timber Sale." The objective is to harvest merchantable Slash and Longleaf Pine trees within designated harvest units.

• The contractor shall provide all management, tools, supplies, equipment, and labor for timber removal services.

• Bidders are encouraged to visit the site and cruise the timber prior to bidding.

• Timber will be sold on a lump-sum basis, with 100% of the bid price due at the start of the contract.

• The harvest unit shall be completed within 365 days of contract signing.

• The sale area is located in Walton County on Eglin AFB, Florida.

• Compliance with Florida Best Management Practices (BMP's) for silviculture is required.

• Merchantable trees are defined as Longleaf pine and Slash pine 5.0 inches in diameter and larger (measured 4 ½ feet from ground level).

• Previously reforested areas are not to be disturbed for roads or loading areas.

• Loading deck locations must be pre-approved and located at least 200 feet from any major road and 100 feet from any watercourse.

• Logging debris must be removed to a minimum distance of 10 feet from improved grounds, roads, fences, bridges, culverts, and streams.

• Contractors must comply with all security and safety regulations, including OSHA and AFOSH standards.

• Specific procedures are in place for the protection of endangered or threatened species, including the Red Cockaded Woodpecker and Okaloosa Darter.

• Cultural sites must not be disturbed; any damage will result in contractor liability.

• Hazardous conditions due to potential unexploded ordnance (UXO) on the site must be addressed with specific safety protocols.

• Removal Reports: 98% submitted on time.

• Payment: 98% of payments received on time with the required amount.

• Utilization/Removal Requirements: 98% of trees utilized/felled per standards.

• Designated Removal: 100% compliance for protection of only designated removal.

• Endangered Species: 100% compliance for protection of endangered species/habitats.

• Payment is on a lump-sum basis.

• Weekly Removal Reports are required, detailing contractor name, contract number, date, period covered, product, and total net tons removed.

• Delivery tickets must show scale location, destination, ticket number, date/time, contract number, gross/tare/net weight, and haul vehicle license tag number.

• A pre-performance briefing is required, including a list of haul vehicles, evidence of insurance, and stumpage payment/performance bond.

• The Chief, Natural Resources Branch, Eglin AFB, is the representative for surveillance and acceptance.

• Evaluation Factors: The award will be made to the responsible offeror whose offer is most advantageous to the Government, considering price and technical capability. Technical capability and past performance are significantly less important than cost or price.

• This acquisition is unrestricted.
