This is a Request for Qualifications (RFQ) for architecture and engineering (A/E) services for two distinct projects at Cavalier Space Force Station:

1. EGYN211002: Repair Electrical Transformers B820 B830
2. EGYN261004: Repair Wastewater Pond Liner F760

• Firms must submit qualifications on Standard Form (SF) 330, Parts I and II.

• Submissions are required for each study (transformer repair and pond liner repair).

• A separate SF 330 is required for each consultant or joint firm.

• Maximum submission length is 30 pages, including photos and drawings.

• Do not incorporate information by reference into the SF 330.

• Do not include pricing information with the submission.

• Anticipated award date: July/August 2026.

• Anticipated period of performance: 270 Calendar days for EGYN211002 and 180 Calendar days for EGYN261004.

• NAICS code: 541330 (Engineering Services) with a size standard of $25.5 million.

• Evaluation Factors (in descending order of importance):

  1. Past Performance (last 5 years, focusing on cost control, quality, and schedules).
  2. Professional Qualifications (key personnel experience, education, certifications, registrations).
  3. Relevant Projects (technical competence, similar scope/complexity, focus on transformer and pond liner systems, experience in remote, mission-critical environments).
  4. Geographic Proximity (knowledge of Cavalier SFS and North Dakota region, ability for rapid on-site responsiveness).

• Discussions will be held with at least 3 firms.

• This acquisition is a total small business set-aside.

• Firms must be registered in the System for Award Management (SAM.gov).

• SF-330 Part I & II is available on the GSA website.

• Failure to register in SAM.gov will render a firm ineligible for a contract.

Statement of Work (SOW) / Performance Work Statement (PWS)

To develop a comprehensive Architect-Engineer (A/E) design for the repair of Electrical Transformers in Buildings 820 and 830 at Cavalier SFS, ND. The design must satisfy all contract requirements and result in a complete "Issued For Construction" (IFC) set of documents.

• Develop Title I Design Services for a comprehensive A/E design.

• Produce IFC documents including drawings, specifications, submittal register, and construction cost estimate.

• Include a Design Analysis as a deliverable.

• Provide contract documents necessary for a 'Construct' or 'Build' delivery order.

• Ensure design conforms to DoD Building Code (UFC-1-200-01) and associated criteria, UFC, and UFGS.

• Include a construction cost estimate broken out by CSI Divisions.

• Assess existing conditions of eighteen (18) medium-voltage transformers and the connected electrical system.

• Develop construction drawings with feasible strategies for transformer removal and installation, including pathways considering existing HEMP shielding.

• Confirm structural load capacity of building components for equipment transport routes.

• Specify new conduit and cabling from the electrical source disconnect to the transformers, with conduit routing plans.

• Ensure new transformer output fault current is compatible with existing electrical system ratings.

• Address potential trace amounts of PCBs from previous oil replacement.

• Provide an abatement plan for suspect materials.

• Develop phasing plans to minimize power outage durations.

• Design reviews will be held with the Government between seven and fourteen calendar days after each design submittal.

• Contractor must respond to Government review comments within ten (10) business days.

• Period of Performance (PoP) is 270 calendar days from Notice To Proceed (NTP).

• Location: Cavalier SFS, ND.

• Adherence to Unified Facilities Criteria (UFC) and National Fire Protection Agency (NFPA) requirements.

• Consideration of existing High-Altitude Electromagnetic Pulse (HEMP) shielding.

• Use of specific access points (16'x16' hatch in B820, 25,000-lb freight elevator in B830).

• Contractor must possess appropriate clearance for OPSEC requirements.

• All provided or generated materials must be returned to 460 CES upon completion.

• Maximum Construction Cost (MCC) is limited to $3.9M.

• Deliverables include various design submittals (Conceptual, 65%, 95%, 100% IFC, 100% Corrected IFC), Design Analysis, Construction Cost Estimate, and drawings in PDF and DWG formats.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Title I Design Services for the repair of the F760 wastewater pond liner at Cavalier SFS, ND. The goal is to develop contract documents necessary to issue a Design task order for the repair.

• Conduct a complete assessment of current operating conditions, including interviews with facility personnel and research into current and projected demands.

• Develop a Planning Charrette Report (PCR) identifying necessary requirements for the repair.

• Create a preliminary 15% design incorporating all construction defined by the PCR.

• Develop a Class IV parametric cost estimate for the required repairs.

• Prepare a draft DD 1391 and a draft Design Task Statement (TS) for the repair.

• The repair involves replacing the deteriorated 40 mil thick High-Density Polyethylene (HDPE) liner.

• The wastewater cell liner damage is extensive and cannot be patched.

• The lagoon system must remain operational during repairs.

• The repair must protect against Chemical, Biological, Radiological, and Nuclear (CBRN) threats.

• Ensure security requirements comply with classification requirements (ICD-705).

• Coordinate with 10 SWS and their BOS contractor to ensure continued operation and physical security.

• Address civil engineering requirements for storm drainage and other civil-related work.

• Resolve any site location issues with mission-related limitations.

• Consider future facility expansions in the design.

• Document required square footage for the facility.

• Identify and evaluate alternate courses of action (COAs).

• Develop a Design TS compliant with 319 CONS/PKA A/E contract requirements.

• Develop a 15% design incorporating all repair requirements.

• Comply with EPA construction general permit and other environmental policies.

• Include architectural compatibility, utilities, drainage, and sustainable design principles.

• Submit a confined space plan as part of the 15% design submittal if applicable.

• The PCR will document findings from user interviews, data collection, and site surveys.

• The PCR will include a Certificate of Compliance.

• The PCR will include a draft Request for Environmental Impact Analysis (AF Form 813).

• Maximum Construction Cost (MCC) will be determined by the PCR.

• Period of Performance: 180 Days

• Location: F760 wastewater lagoon on the southeastern side of the installation, Cavalier SFS, ND.

• OPSEC: Contractor personnel must have appropriate clearance and adhere to OPSEC measures.

• Government Furnished Information: Record Drawings (Architectural, Civil, Structural, Mechanical, Electrical) and Site Picture Examples will be provided.

• Publications: Contractor must utilize the most recent editions of specified UFCs, NFPA standards, IBC, IPC, EPA documents, USGBC requirements, UFAS, AASHTO, DoD and USAF regulations, and DoD CADDBIM site requirements.

• Submittals: All submittals are electronic (CD/DVD or DoD SAFE) in specified formats (PDF, RVT, DWG, Word, Excel).

• Site Visits: On-site visits are required and will be at the contractor's expense.

• Security: Provide security pass information for DBIDS application for base access.

• Response to Comments: Respond to review comments within 10 business days.
