Request for Information (RFI) / Sources Sought

Brookhaven Science Associates, LLC (BSA), operator of Brookhaven National Laboratory (BNL) for the U.S. Department of Energy (DOE), is seeking expressions of interest for the manufacturing of EIC ESR D1-D3 Dipole Magnets (542 units) and EIC ESR D2 Dipole Magnets (195 units). This RFI is for informational and planning purposes only and is not a commitment to procure or pay for information.

This RFI references the following attachments which provide detailed requirements:

Suppliers are requested to provide information on:

• Past experience and capabilities in producing Dipole Magnets within the last 5 years.

• Capacity to support all magnets (D1/D3 and D2).

• Ability to meet proposed schedules.

• Availability of key staff and engineers for design and program planning.

• Manufacturing, assembly, and testing capabilities and resources.

• Comparison of future annual requirements to past throughput.

• Estimated scrap yield percentage for GFE production steel.

• Minimum order quantity and lead times.

• Period validity of pricing and potential impact of quantity changes on pricing and lead times.

• Domestic (US) manufacturing capabilities.

• Responses are due no later than June 29, 2026.

Statement of Work (SOW)

This Statement of Work (SOW) outlines the requirements for the procurement of ESR D2 Dipole Magnets for the Electron-Ion Collider (EIC) at Brookhaven National Laboratory (BNL). The magnets are intended to bend and focus high energy electron beams within the Electron Storage Ring (ESR).

• Design and Manufacturing: The Contractor is responsible for the detailed engineering design, manufacturing, inspection, and testing of ESR D2 Dipole Magnets.

• Quantity: 1 First Article Magnet and 194 Production Magnets.

• Materials: The Contractor will procure 1,068 tons of high-quality laminated steel, with laminations shuffled from different heats for uniformity.

• Deliverables: Includes magnets, associated documentation (travelers, inspection/test reports), and potentially special tooling.

• Contractor Responsibilities: Detailed magnet engineering design, fabrication, assembly, inspection, testing, and delivery. Design and fabrication of all necessary tooling, fixtures, and test equipment.

• BSA Responsibilities: Provide magnetic analysis, core and coil design, technical specifications, and interface drawings. BSA will inspect, test, and magnetically measure the first article and production magnets.

• Design Reviews: Contractor must conduct Preliminary Design Review (PDR) and Final Design Review (FDR), with BSA technical representative approval required before proceeding with production.

• Quality Assurance: Contractor must maintain an ISO-9001 compliant quality system. BSA representatives will have facility access for oversight.

• Environment, Safety, and Health (ESH): Design and build must comply with ESH requirements.

• Preliminary Design Review: 5 weeks after award.

• Final Design Review: 10 weeks after award.

• First Article Magnet Delivery: 44 weeks after award.

• Manufacturing Readiness Review: 54 weeks after award.

• Start Production Magnet Delivery: 104 weeks after award.

• Configuration Management: Contractor must maintain a configuration control system.

• Tooling: Special tooling must be stored for a minimum of 3 years post-completion.

• Documentation: All documentation must be in English, with electronic copies required. Engineering drawings must follow ASME Y14.100.

• Calibration: Measuring and Test Equipment (M&TE) must be calibrated against NIST-traceable standards.

Statement of Work (SOW)

This Statement of Work (SOW) outlines the requirements for the procurement of Electron Storage Ring (ESR) D1/D3 Dipole Magnets for the Electron-Ion Collider (EIC) at Brookhaven National Laboratory (BNL). The magnets are intended to bend and focus high energy electron beams within the ESR, which will be housed in the existing Relativistic Heavy Ion Collider (RHIC) tunnel.

• Design, Manufacturing, Inspection, and Delivery: The Contractor is responsible for the complete lifecycle of the ESR D1/D3 Dipole Magnets, including detailed engineering design, manufacturing, inspection, testing, and delivery.

• Magnet Quantities: The contract requires one (1) First Article Magnet and five hundred forty-one (541) Production Magnets. Specific quantities for different magnet configurations are detailed in the document.

• Materials: The Contractor will purchase approximately 2,759 tons of steel for the magnets, which must meet the requirements specified in EIC-MSG-SPC-010.

• First Article Magnet: A single first article magnet must be fabricated and assembled to verify conformance to SOW, technical specifications, and drawings. BSA will inspect, test, and magnetically measure this magnet.

• Production Magnets: 541 production magnets are to be fabricated and assembled, inspected, and tested by the Contractor prior to shipping. BSA will perform final inspection, testing, and magnetic measurement upon receipt.

• Design Reviews: Formal Preliminary Design Review (PDR) and Final Design Review (FDR) are required. The FDR must be approved by the BSA technical representative before proceeding to production.

• Manufacturing Readiness Review (MRR): An MRR is required after first article testing and before commencing production quantities.

• Documentation: Comprehensive documentation is required, including design packages, analysis reports, test plans, inspection reports, and an End Item Documentation Package for each magnet.

• Quality Assurance: The Contractor must maintain a quality assurance system compliant with ISO-9001 and BNL-QA-101. BSA representatives will have access to the Contractor's facility.

• Environment, Safety, and Health (ESH): Design and manufacturing must comply with ESH requirements.

• Preliminary Design Review (PDR): 5 weeks after award

• Final Design Review (FDR): 10 weeks after award

• First Article Magnet Delivery: 44 weeks after award

• Manufacturing Readiness Review (MRR): 54 weeks after award

• Start of Production Magnet Delivery: 104 weeks after award

• Tooling: Contractor is responsible for designing and fabricating all necessary tooling, fixtures, and test equipment. Special tooling must be stored for a minimum of 3 years post-contract completion.

• Value Engineering: Contractors are encouraged to recommend changes for performance, reliability, safety, or cost reduction.
