Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
Brookhaven Science Associates, LLC (BSA), operator of Brookhaven National Laboratory (BNL) for the U.S. Department of Energy (DOE), has issued a Request for Information (RFI)/Sources Sought for the manufacturing of EIC ESR D1-D3 Dipole Magnets (542 units) and EIC ESR D2 Dipole Magnets (195 units). This RFI is for market research and planning purposes only; no solicitation exists. Responses are due by June 29, 2026.
Scope of Work
This RFI seeks expressions of interest from firms capable of providing detailed engineering design, manufacturing, inspection, and testing of dipole magnets for the Electron Ion Collider (EIC) project. The EIC is a Nuclear Physics Facility designed to create intense beams of electrons and ions for collision experiments, providing insight into the internal structure of protons and neutrons. The requirement includes:
- 542 EIC ESR D1-D3 Dipole Magnets (1 First Article, 541 Production Magnets)
- 195 EIC ESR D2 Dipole Magnets (1 First Article, 194 Production Magnets)
Contractors will be responsible for procuring materials (e.g., ~2,759 tons of steel for D1/D3, ~1,068 tons for D2), design reviews (Preliminary and Final Design Reviews), manufacturing readiness reviews, and comprehensive documentation. All work must comply with ISO-9001 quality standards and BNL-QA-101 requirements.
Information Requested from Potential Suppliers
BSA is seeking information on:
- Company capabilities and past experience (within 5 years) in producing Dipole Magnets.
- Capacity to support the manufacturing of both D1/D3 and D2 magnets.
- Ability to meet proposed schedules and availability of key staff/engineers for design and program planning.
- Manufacturing, assembly, and testing capabilities and resources, including a comparison of future annual requirements to past throughput.
- Estimated scrap yield percentage for Government Furnished Equipment (GFE) production steel.
- Minimum order quantity, lead times, and period validity of pricing, addressing concerns about holding pricing between D1/D3 and D2 magnet procurements.
- Domestic (US) manufacturing capabilities.
Key Attachments & Requirements
Detailed requirements are provided in attachments, including Statements of Work (SOWs) and Technical Specifications for both D1/D3 and D2 Dipole Magnets, BNL-QA-101 (Supplier Quality Assurance Requirements), and BSA General Terms and Conditions for Noncommercial Items. Technical drawings for D1-D3 and D2 are pending approval and will be included in a competitive solicitation.
