Scope of Work
The contract requires the supply of ELBOW,HOSE TO UNION components, manufactured and designed to MIL-F-24787 and other specified military and commercial standards. These components are designated as Special Emphasis Material (Level I) due to their critical use in shipboard systems, where failure could lead to serious injury, loss of life, or loss of the ship.
Key Requirements
- Qualified Product List (QPL): Only items tested and approved on the QPL will be considered. This requirement will not be waived to allow approval of an unapproved source.
- Quality System: Contractors must maintain a quality system compliant with ISO-9001 (amplified herein) and ISO-10012 or ANSI-Z540.3 with ISO-17025. An alternate system per MIL-I-45208 with MIL-STD-45662 is acceptable.
- Traceability & Certification: Extensive requirements for material traceability, chemical/mechanical analysis, and certifications, including electronic signatures for Level I documents. Certification data must be submitted via WAWF to Portsmouth Naval Shipyard for review and acceptance prior to shipment.
- Manufacturing: Internal threads must be cut, not cold formed. Specific material requirements include QQ-N-281, QQ-N-286, ASTM-A494, MIL-C-24723, and MIL-T-1368.
- Welding/Brazing: Procedures and personnel must be qualified under specified standards (e.g., S9074-AR-GIB-010A/278). Welding procedure qualification data requires submission and approval prior to welding.
- Mercury Free: Components must be free of mercury and mercury-containing compounds.
- Packaging: Must comply with MIL-STD 2073.
