This document is a combined synopsis and solicitation (RFQ) for Air Boss Services, issued by the 366th Contracting Squadron at Mountain Home Air Force Base, Idaho. • Contract Type: Firm Fixed-Price.

• Period of Performance: Delivery/order specifications to be completed no more than 30 days post contract award.

• Payment Terms: NET 30.

• FOB Destination.

• Quotes/Offers are Due: February 10, 2026, by 10:00 AM Local time (MST).

• Submission Method: Quotes must be e-mailed to both contracting officer and contracting specialist email addresses listed on page 1. The subject line must clearly identify RFQ#FA489726QC025.

• Submission Limit: Submissions, including technical proposals, shall not exceed 10 pages.

• Evaluation Factors: Offers will be evaluated based on a Technical Capability and Price trade-off. The factors are:

  1. Technical Capability (rated Technically Superior, Technically Compliant, or Not Technically Compliant)
  2. Price (Total Evaluated Price - TEP)
  3. Past Performance (rated Acceptable or Unacceptable)

• Award will be made to the offeror representing the best value to the Government, considering all three factors, not necessarily the lowest priced offer.

• Quoters agree to hold pricing firm for 60 days from the quote due date.

• This acquisition is a 100% Total Small Business Set-aside.

• NAICS Code: 333924 (Industrial Truck, Tractor, Trailer, and Stacker Machinery Manufacturing).

• SB Size Standard: 900 employees.

• Offerors must be registered in the System for Award Management (SAM).

• Any offer not conforming to the PWS or solicitation may be deemed unacceptable.

• Offerors are responsible for verifying quote receipt.

• Zip files are not an acceptable format for submission.

• Past performance exceeding 3 years will not be evaluated.

• The document includes numerous FAR and DFARS clauses incorporated by reference and in full text, covering areas such as security, business operations, electronic invoicing (WAWF), hazardous materials, and Buy American provisions.

• Installation: Contractor is responsible for providing all personnel, equipment, tools, materials, supervision, and transportation for setup and installation, ensuring proper operation and repair of any non-functioning equipment.
• Delivery:
  • Location: BLDG 1359 – 1235 Alpine St., Mountain Home AFB, ID, 83648
  • Deadline: No later than 30 days after the date of contract (ADC).
  • Shipping costs must be included in the quotation.
