Purpose & Scope
NAWCAD Lakehurst intends to issue multiple BPAs under Simplified Acquisition Procedures (FAR Part 13) to streamline the acquisition of electrical and electronic components on an as-needed basis. These BPAs are not contracts but provide a framework for future orders. The government's intent is to establish these BPAs with Small Businesses.

Submission Requirements
Interested parties must submit their CAGE Code, Unique Entity Identifier (UEID), and a capabilities statement. The capabilities statement should detail the company's primary business practice/trade and whether it is a manufacturer or supplier/distributor. For requirements utilizing export-controlled drawings, a copy of a current, approved DD Form 2345 is required. Non-manufacturers must comply with FAR Part 19.505(c) (not exceeding 500 employees).
Submissions are accepted on a rolling basis, but must be received no later than March 11, 2026, 1:00 PM EST, via email to karin.a.quagliato.civ@us.navy.mil. Please include N6833525Q0321 in the subject line.
BPA Tool & Evaluation
NAWCAD Lakehurst utilizes a new BPA Tool for managing acquisitions. Solicitations for individual requirements will be sent via email from NAVAIR_Acquisition@us.navy.mil, including an Excel attachment with details (General Information, Buy Terms, Bidding Requirements, Line Item Input). Bids are submitted by completing the 'Line Item Input' tab in the Excel file and replying to the original solicitation email. Awards for individual calls will be made to the lowest-priced, technically acceptable offeror, typically within one business day of RFQ posting. BPAs may be cancelled if the company is not actively participating or consistently demonstrates poor performance.
