Solicitation / RFP / RFQ

This document outlines the terms and conditions for a Blanket Purchase Agreement (BPA) for supplies. The government will initiate Requests for Quotes (RFQs) which will be posted on the applicable procurement site. Vendors will have one business day to submit offers, and the award will be made to the lowest priced offer unless otherwise specified.

• Vendors must deliver supplies in accordance with BPA Call/purchase orders.

• Pricing must be as low as or lower than the vendor's most favored customer for comparable quantities under similar terms.

• Individual calls placed under this agreement shall not exceed the Simplified Acquisition Threshold.

• Delivery terms will typically be F.O.B. Destination.

• Vendors must be registered in the System for Award Management (SAM) and possess a valid CAGE Code.

• Export Controlled drawings may be utilized and require a valid DD Form 2345 certification.

• BPA Master Dollar Limit: $4,999,999.00 for five (5) years.

• BPA Call Limit: Individual calls shall not exceed the warrant authority of the purchaser, with a maximum of $250,000 per call.

• Period of Performance: To be identified at the time of call.

• RFQs will be posted on the applicable procurement site.

• Vendors have one (1) business day (or as specified in RFQ) to submit offers.

• Award will be made to the lowest priced offer, unless otherwise stated in the RFQ.

• Payment will be made via P-Card or Wide Area Workflow (WAWF) as specified at the time of order.

• Registration in SAM and a valid CAGE Code are required.

• Vendors may need to provide DD Form 2345 for export-controlled drawings.

• Fast Payment calls are not authorized.

• Unpriced BPA calls are strictly prohibited.

This document is a presentation providing vendor training on the Naval Air Warfare Center Aircraft Division (NAWCAD) BPA Tool. It explains that NAWCAD can no longer solicit new requirements on the Unison platform as of September 30, 2023. • Notification of Solicitations: Vendors will receive an email from NAVAIR_Acquisition@us.navy.mil with solicitation details, including a Buy Number and Assigned Vendor Specific Number. The email will contain an Excel attachment with multiple sheets: General Information, Buy Terms, Bidding Requirements, and Line Item Input.
• Excel Attachment Details:
  • General Information: Contains request details, delivery/shipping information, and vendor-specific information (e.g., Buyer Name, Solicitation #, End Date/Time).
  • Bidding Requirements: Outlines specific requirements for the solicitation, including that sellers must have the requested items on a specified contract and that bids will be evaluated on a line-item basis. It also notes this is a Small Business Set-Aside and questions must be submitted via email referencing the Buy Number.
  • Buy Terms: Details terms applicable to the solicitation, including SAM registration requirements, MILSTRIP procedures, export control for technical data, and that award will be made to the lowest-priced, technically acceptable offeror.
  • Line Item Input: Contains the specific line items requested by the government. Bidders must populate the 'Seller Description', 'Delivery Days', and 'Unit Price' cells under the green headings. Only information in these cells will be evaluated.
• Bid Submission: Bids are submitted by completing the 'Line Item Input' tab of the Excel file, saving it, and replying to the original solicitation email with the saved file.
• Question Submission: Questions should be submitted by replying to the original solicitation email.
• Award Notification: Award notification will be direct contact from the buyer if the bid is the lowest and technically acceptable.
