This is a combined synopsis/solicitation for commercial items, constituting a Request for Quotation (RFQ). The National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of Response and Restoration (ORR) requires electrical system preventative maintenance and repair services at the NOAA Disaster Response Center in Mobile, AL.

• Provide all labor, supplies, tools, equipment, and supervision necessary for electrical system preventative maintenance and repair services.

• Services are detailed in the attached Statement of Work (SOW) items 1.1-1.5.

• Contract Type: Firm-fixed-price.

• Period of Performance: One (1) base period of 12 months, and four (4) optional 12-month periods.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide all personnel, equipment, tools, supervision, and services necessary for the preventative maintenance and repair of the electrical system at the NOAA Disaster Response Center (DRC), ensuring its continuous functionality.

• Generator Maintenance: Includes monthly, semi-annual, and annual inspections and maintenance for Cummins QSX15 Series generators, following manufacturer recommendations. Tasks include running tests, leak checks, fluid level checks, battery maintenance, and filter changes.

• Transfer Switch Maintenance: Monthly and annual testing and maintenance of Cummins generator transfer switches, ensuring proper operation during power failures and adherence to NFPA 110 and NFPA 70B standards.

• Load Bank Maintenance: Quarterly and annual inspection and testing of Avtron Load Banks (Model K675A) to ensure proper airflow, functional heaters, and resistor integrity.

• Panelboard Maintenance: Annual maintenance, inspection, and testing of Cutler-Hammer Panelboards, including cleaning, inspection of electrical joints and terminals, checking circuit breakers, and ensuring proper operation of mechanical components.

• Transformer Maintenance: Semi-annual maintenance, inspection, and testing of Eaton Dry-Type Distribution Transformers, focusing on cleaning terminations, inspecting insulators, checking connections, and assessing for moisture impacts.

• Emergency and Non-Emergency Repairs: All necessary repairs to electrical systems and components performed by a state-licensed electrician. This includes stocking common repair items and having a network of suppliers for timely delivery. Repairs must use high-quality parts and materials. Motors replaced must be premium efficiency and recalculated for appropriate size.

• Scheduled tests and inspections to be pre-determined by the DRC Government Contact Point (GCP) and contractor.

• On-site work to be conducted during normal business hours (8 a.m. to 4:30 p.m., Monday-Friday, excluding Federal holidays).

• Emergency services require an on-site response time of not more than 4 hours from notification.

• Repairs must use supplies, materials, and parts of the highest quality.

• Replacement motors must be of premium efficiency.

• The SOW outlines services for a contract year, with a schedule developed within 10 days of the performance period start.

• Services are to be performed at the NOAA Disaster Response Center (DRC).

• All generator maintenance must be performed by an authorized Cummins service professional.

• All transfer switch maintenance must be performed by an authorized Cummins service professional.
