Statement of Objectives (SOO)

The primary objective is to provide the capability to extract electrical power from three separate test facilities at Arnold AFB, TN. This will be achieved through the installation of load banks connected to two generators, along with a power supply for a starter at each facility. The project also encompasses all necessary utilities, equipment, and controls to support the new load banks.

The contract will require a Statement of Work (SOW) detailing specific, performance-based, quantitative terms for the work. This SOW must cover all design, procurement, fabrication, installation, inspection, testing, and checkout activities necessary for a fully functional electrical power extraction system.

The Government will receive Unlimited Data Rights to all Contractor-Provided technical data, analysis, drawings, and programming.

On-site orientation and training for all new equipment or systems will be provided and recorded by the Government.

The contract will require the development and maintenance of a QCP to ensure requirements are met, including procedures for meeting milestones and implementing corrective actions.

Offerors will have flexibility in managing schedule, performance, risks, warranties, subcontracts, and data to meet performance requirements. Clear government visibility into schedule, performance, and risks must be maintained.
