Quick Summary

Battelle Energy Alliance (BEA), the Management & Operating Contractor for Idaho National Laboratory (INL) under the U.S. Department of Energy (DOE), is seeking Expressions of Interest (EOI) from qualified vendors to provide Service Contract Labor Standards (SCLS) covered electrical services for BEA-managed properties in Idaho (ID 83415). This EOI aims to identify potential vendors for a future Request for Proposal (RFP). Responses are due June 1, 2026.

Scope of Work

The required electrical services are crucial for sustaining safe and reliable INL operations. These include:

  • Preventative and corrective maintenance
  • Troubleshooting and repair
  • Installation, relocation, and modification of existing systems (excluding Davis Bacon Act work)
  • Lockout Tagout Support
  • Third-party management for specialized electrical services

Vendors must provide qualified and licensed Journeyman Electricians (approximately 12 Full-Time), adhere to INL safety protocols, maintain accurate records, coordinate schedules, supply necessary tools/equipment, and offer 24/7 support for emergent needs.

Process & Submittal Requirements

This EOI is the initial step to identify qualified vendors. Responses will inform the development of a formal solicitation list, and selected vendors may be invited to participate in a subsequent RFP. Interested parties must submit an EOI including:

  • Company name and point of contact
  • Description of electrical maintenance capabilities and service offerings
  • Relevant experience in industrial, research, or government environments
  • NAICS codes and business size classification
  • Applicable safety training, certifications, and safety program summaries
  • Summary of technical qualifications and personnel expertise
  • Availability and capacity to support ongoing REC building maintenance needs
