ELECTRICAL SUPPLIES MASTER BPAs

This solicitation aims to establish a pool of multiple-award Master Blanket Purchase Agreements (BPAs) for the supply and delivery of electrical supplies to various U.S. Army Corps of Engineers, Engineering Research and Development Center (ERDC) facility locations. The objective is to procure these supplies over the next five years.

• The contractor shall furnish all management, materials, supplies, and transportation for electrical supplies as specified in each BPA call.

• Supplies include, but are not limited to: Electrical Boxes, electrical bases, conduit, connectors, switches, fuses, distribution equipment, controls and signaling, video-audio, lighting, security, electrical motors and controls, utility poles and pole line hardware, wire and cable, relays, tools, fasteners, transformers, insulators, grounds, sensors, and heating/ventilation items.

• Deliveries must meet specified quality standards and be made by the required delivery date.

• Contractors must comply with all applicable Federal, State, and local environmental laws and regulations.

• Safety requirements include adherence to commercial delivery safety practices, OSHA, and DOT regulations.

• Security requirements include providing delivery to secure federal facilities and ensuring all personnel meet security requirements. U.S. citizenship is required for delivery personnel.

• The Master BPA does not obligate funds; the government is only obligated to the extent of authorized purchases made via a BPA Call.

• The total capacity for the BPA pool is not to exceed $9,000,000.00.

• Individual requirements within BPA calls shall not exceed the simplified acquisition threshold.

• There is no minimum guarantee for this agreement or for individual BPA calls.

• The BPA expires five (5) years from the award date or upon reaching the $9,000,000.00 limit, whichever occurs earlier.

• Orders will be issued as firm-fixed-price BPA Call orders.

• Proposals must be submitted electronically via email to Tameka.l.Crockett@usace.army.mil with the subject line 'ERDC ELECTRICAL SUPPLIES BPA RFP'.

• Questions must be submitted via email to Tameka.L.Crockett@usace.army.mil up to ten (10) calendar days before the due date.

• Proposals must be submitted in three volumes: Volume I (Technical), Volume II (Past Performance), and Volume III (Price).

• Evaluation factors are Technical Capability, Past Performance, and Price. Technical Capability and Past Performance are of equal importance and combined are significantly more important than Price.

• The Government plans to award around 3-5 multiple-award BPAs.

• Key deadlines: Offer Due Date is 18 JUN 2026 at 12:00 PM.

• This acquisition is set aside for Small Business.

• NAICS Code: 335999, Size Standard: 600.

• Offerors must have an active System for Award Management (SAM) registration.

• All payments will be made via Wide Area Workflow (WAWF).
