• Offers must include the solicitation number, offeror's UEI, EFT indicator, information for evaluation factors, representations and certifications, proposed delivery terms, warranty terms, and discount terms.

• The Government will evaluate offers based on Price and Technical approach.

• The Technical evaluation will be Acceptable/Unacceptable.

• The award will be made on a Lowest Price Technically Acceptable (LPTA) basis.

• Offers with partial pricing will be rejected as non-responsive.

• The offeror's proposed price must be fair and reasonable.

• The offeror's technical approach must demonstrate a clear understanding and sound approach to meeting requirements.

• The offeror must have an active Federal Government contracts registration in the System for Award Management (SAM).

• This acquisition is set aside 100% for Small Business.

• The NAICS code is 238210.

• Funds are not presently available for this effort; no award will be made until funds are available.

• The Government reserves the right to cancel this solicitation.

• The offeror agrees to hold prices firm for 60 calendar days from the offer due date.

Statement of Work (SOW)

To procure and install a dedicated power source for the "Brass Crusher" equipment located in building 1880 parking lot at MacDill Air Force Base, ensuring a stable and sufficient power supply for proper operation.

• Provide all materials, tools, and labor for the installation.

• Assess the Brass Crusher's specific power requirements (voltage, amperage, circuit type, quick disconnect capability).

• Install required electrical infrastructure, including wiring, conduits, breakers, and a dedicated connection point.

• Perform work in accordance with all specified requirements and applicable federal, state, and local laws, codes, and base requirements.

• Ensure safety and welfare policies are established and followed.

• One (1) 45 KVA 208/480V 3 phase dry type transformer, raceways, wiring, grounding, and terminations.

• Overcurrent protection on primary and secondary transformers.

• 90A circuit breaker in 400A Square D type HCM panelboard (primary).

• 60A fused disconnect (secondary).

• Underground raceway from secondary disconnect to Connex location.

• Underground hand hole box.

• Flexible connection to equipment disconnect.

• Mounting of disconnecting means outside of Connex.

• Testing, commissioning, labeling, troubleshooting, and hand-off to end user.

• Orientation and training on delivery.

• Provide a Project Manager responsible for site management, scheduling, coordination, and technical assistance.

• Submit a complete list of personnel for installation.

• Provide customer service during normal duty hours (8:00 AM - 4:00 PM, Monday-Friday, excluding Federal holidays).

• Provide product markings, documentation (manuals, warranty, etc.), and special assembly tools.

• Work to be performed at MacDill Air Force Base.

• Specific period of performance not detailed in this document, but installation and delivery are key.

• Contractor must be knowledgeable of and comply with all applicable federal, state, and local laws, codes, permits, DoW, AF, and base requirements.

• Contractor must protect the safety and welfare of customers, employees, and the community.

• Contractor Access: Obtain base identification and vehicle passes, wear/display badges, and comply with security program requirements for controlled/restricted areas.

• Ombudsman information provided for concerns, but inquiries about solicitation copies, due dates, or technical requirements should be directed to the Contracting Officer.
