Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Department of the Navy, Naval Sea Systems Command (NAVSEA) / NSWC Crane Division, has issued a Special Notice (RFI) to gather information on Electro-Optic/Infrared (EO/IR) Sight Systems (EOSS). This RFI aims to inform a potential future Request for Solutions (RFS) and Project Order award under the Expeditionary Missions Consortium (EMC²) Other Transaction Agreement (OTA), in accordance with 10 U.S.C. § 4022. The RFI seeks to understand the current EOSS market, including delivery timelines, prototype and production capabilities, Integrated Logistics/Product Support, and Government Purpose Rights. Responses are due by March 18, 2026.
Scope of Work
This program seeks to replace the MK20 MOD 1 EOSS and its predecessors. The EOSS is not a standalone system; it must interface with the Gun Weapon System (GWS) Local Area Network (LAN) and be remotely controlled by the MK160 Gun Computer System (GCS). The system will be installed on U.S. Navy Ticonderoga-class cruisers (CG-47), Arleigh Burke-class destroyers (DDG-51), U.S. Coast Guard (USCG) Legend-class National Security Cutters (NSC), and Heritage-class Offshore Patrol Cutters (OPC).
Primary Use: Act as the gun sight for the MK34 and MK48 GWS in visible and thermal spectrums. Ancillary Uses: Enhance low-visibility/night navigation, coastal observation/surveillance, identification (ID) friend or foe, real-time situational awareness, threat warning, reconnaissance, surveillance, and documenting navigational hazards.
Information Requested
Respondents should address:
- Prototype Delivery: Timelines for providing an EOSS prototype by October 1, 2026, or April 1, 2027, including any unavailable threshold requirements, major timeline drivers, and how government assistance could reduce constraints.
- Production Units: Timelines for delivering production units by April 1, 2029, following a successful prototype by October 1, 2027, including unavailable threshold requirements, timeline drivers, government assistance, and annual production capacity.
- Integrated Logistics/Product Support (ILPS): Elements that could be included with prototypes and production units, including predictive ILPS and data logistics.
- Government Purpose Rights (GPR): Availability and costing for both prototype and production units.
Technical Requirements (Referenced in Draft Performance Specification)
The draft performance specification (Att1) outlines extensive requirements for the EOSS, including:
- System Integration: Must support a Modular Open Systems Approach (MOSA).
- Performance: Specific Mean Time Between Failure (MTBF), Mean Time To Repair (MTTR), and Operational Availability (Ao) targets.
- Environmental: Compliance with numerous MIL-STD and ASTM standards for naval environments.
- Safety & Cybersecurity: Adherence to MIL-STD-882E and DoD cybersecurity instructions (DoDI 8500.01, 8510.01).
- Data & Logistics: Requirements for a Level II/III Technical Data Package (TDP) compliant with MIL-STD-31000B, Built-In Test (BIT), Usage Tracking, and comprehensive logistics plans (DMSMS, MTA, FMECA, LORA, CM).
- Motion Imagery/Metadata: Strict adherence to MISP 2023.2 and MISB standards.
