Scope of Work
The contractor will provide commercial off-the-shelf (COTS) eCTD publishing and reviewing software, including:
- Licenses and maintenance for twelve (12) eCTD Publishing User Accounts and up to fifty (50) named eCTD Reviewer Accounts.
- FDA-mandated submission templates.
- Technical support services for application problem resolution, installation, upgrades, and validation.
- Training services for both eCTD publishing and reviewing users.
- FDA-validated software installation support and scripts.
- Consulting services to support regulatory questions by eCTD publishers.
The eCTD software must interface with OpenText Content Server 22.4 and current releases, support Microsoft Windows Server 2019 R2 (64-bit) and newer, meet U.S. FDA 21 CFR Part 11 requirements, and be capable of on-premise and cloud installation. All work will be performed remotely.

Non-price proposals are limited to 20 single-sided pages (excluding Table of Contents, Cover Page, and Exhibits). Evaluation factors include Technical Approach, Experience, Management Approach (most important), Past Performance, and Price (least important). A "best value tradeoff" process will be used.
Special Requirements
Offerors must be registered in the System for Award Management (SAM) database and complete a Cybersecurity Maturity Model Certification (CMMC) Level 1 self-assessment. Contractor personnel must comply with DoD cybersecurity and personal security requirements, including background investigations and Non-Disclosure Agreements (NDAs).
