Quick Summary
The Department of the Army has issued a Request for Information (RFI) for Electronic Records Scanning and Warehousing Services. This RFI seeks to identify commercially available solutions for a potential single-award contract to provide non-personal services for the secure storage and warehousing of Army hardcopy and electronic records, including military and civilian personnel and medical records. This is for informational and planning purposes only and is not a solicitation. Responses are due April 6, 2026.
Scope of Services
The Army is seeking comprehensive services for the retrieval, short-term storage, inventory, and digitization of records, compliant with federal and NARA regulations. Required services include:
- Secure Transportation: For Army records from NARA St. Louis to contractor facilities.
- Secure Warehousing: Climate-controlled commercial storage for hard-copy records, supporting Unclassified/CUI with scalability for higher classifications.
- Electronic Inventory Management and Metadata Control: Web-based application for tracking, monitoring, and reporting, available 24/7, with RBAC and audit logging.
- Digitization: Scanning hard copy files to electronic images, ensuring quality and indexing.
- NARA Transfer: Preparation and electronic transfer of permanent records and metadata to NARA, compliant with standards.
- Disposition of Paper Records: Conduct appropriate destruction of eligible records with full documentation.
Ideally, solutions would also offer web-based access for authorized users (Government and Public) to search, view, and retrieve electronic records, along with electronic records inventory management, metadata control, and lifecycle tracking.
