Quick Summary

The Internal Revenue Service (IRS) Office of Research, Applied Analytics and Statistics (RAAS) has issued a Request for Information (RFI) to identify vendors capable of providing Comprehensive Electronic Research Services. This RFI is for market research purposes only, aimed at obtaining a robust suite of services to meet the tax research needs of approximately 14,000 IRS employees and 500 Treasury employees nationwide. The Government will use responses to determine if a small business set-aside is appropriate for a future acquisition. Capabilities statements are due by March 9, 2026, at 4:00 PM EST.

Scope of Work

The requirement is for an online research service product with a fixed number of users, adjustable semi-annually. Key content requirements include the Internal Revenue Manual (IRM), Internal Revenue Code (IRC), U.S. Tax Treaties, Income Tax Regulations, Legislative History, IRS Bulletins, Revenue Rulings/Procedures, Chief Counsel Guidance, Taxpayer Publications, Treasury Decisions, Executive Orders, full-text federal tax judicial decisions, at least one commercial tax service, and secondary tax research materials.

Functionality must include advanced search capabilities (Boolean, proximity, natural language, citation), filtering, a comprehensive help feature with chat support, a user guide, a tax citator, and Artificial Intelligence (AI) for legal research, document summarization, analysis, and drafting. The system must be compatible with Windows 11, Microsoft Edge, and successor operating systems/browsers, with mobile device access and VPN support for offsite users.
