Functionality must include advanced search capabilities (Boolean, proximity, natural language, citation), filtering, a comprehensive help feature with chat support, a user guide, a tax citator, and Artificial Intelligence (AI) for legal research, document summarization, analysis, and drafting. The system must be compatible with Windows 11, Microsoft Edge, and successor operating systems/browsers, with mobile device access and VPN support for offsite users.

Submission Requirements
Interested vendors should submit a capabilities statement package, limited to 10 pages maximum, single-spaced, 12-font minimum. Submissions must be in Microsoft Word, Adobe Acrobat, or a combination, and must be searchable. Generic capability statements are not acceptable. Responses should address company profile details (name, POC, NAICS, active GWACs/IDIQs/BPAs, business classification, subcontracting possibilities) and detailed capabilities aligning with the draft SOW, including AI integration processes, product updates, COTS status, innovative solutions, and experience.
