Notice of Intent

This document is a Notice of Intent (NOI) from the U.S. Army Corps of Engineers (USACE), Norfolk District, for informational purposes only. It serves as a market research tool to determine the availability of qualified sources for an Electronic Security System (ESS), Intrusion Detection System (IDS), access-control, credential-verification, and video-management components for the Fort Norfolk Electronic Security System and Gate Upgrade project. The requirement will be procured via a separate SAM.gov solicitation.

The requirement involves modernizing and sustaining the Fort Norfolk security environment with products that ensure compatibility, interoperability, operational continuity, and sustainment with the existing AMAG Symmetry access-control/security management platform, Telaeris handheld badge-verification capability, and Milestone Professional+ video-management/camera system platform. Specific brand-name components identified are:

• AMAG Symmetry (AMAG Technology) for the access-control/security management platform.
• XPID201 (Telaeris) for the handheld badge-verification device.
• Milestone Professional+ (Milestone Systems) for the video-management/camera platform.

Potential responsible sources wishing to demonstrate their ability to meet the agency's requirements should submit a written response with a technical capabilities statement. This statement must demonstrate the ability to provide, install, integrate, test, commission, document, train users on, warrant, maintain, and sustain an Electronic Security System solution incorporating the identified brand-name components.

This notice is not a Request for Competitive Proposals. The Government is not obligated to compete the brand-name elements based on responses received and will not pay for any information provided. Responses will be considered solely for determining whether to modify the Government's acquisition approach.

Statement of Work (SOW) / Performance Work Statement (PWS)

This draft Performance Work Statement (PWS) outlines a requirement for modernizing the physical and electronic security posture at Fort Norfolk, Virginia, to protect personnel, facilities, and Government resources. The goal is to improve access control, video surveillance, security monitoring, perimeter security, and overall maintainability of the security environment.

• Design, furnish, install, integrate, test, commission, document, train, and maintain a fully operational Electronic Security System (ESS).

• Modernize and improve physical and electronic security, including access control, video surveillance, security monitoring, and perimeter gate/fencing solutions.

• Replace or upgrade access control devices, including card readers and credential readers compatible with existing requirements (e.g., "HID-compatible readers").

• Provide handheld credential verification and badge scanner devices (e.g., "Telaeris XPID201" equivalent).

• Implement a video surveillance system and video management software platform comparable to the existing "Milestone Professional+" system.

• Integrate access control, video surveillance, gate controls, and security monitoring into a complete, compatible, and operational ESS.

• Replace and upgrade designated perimeter fencing, vehicle gates, pedestrian gates, and gate operators.

• Provide all necessary project management, quality control, safety management, installation coordination, submittals, testing, commissioning, documentation, training, and closeout materials.

• The system must be compatible with or functionally equivalent to the existing "AMAG Symmetry" access control system and "Milestone Professional+" video management software.

• Performance will be evaluated based on a Quality Assurance Surveillance Plan (QASP) and Performance Requirements Summary (PRS).

• Final acceptance requires the system to be fully installed, integrated, tested, documented, and free of critical deficiencies.

• Work will be performed at Fort Norfolk, Virginia, and associated Government-designated facilities.

• Specific work areas, access limitations, and site coordination requirements will be identified in the final solicitation and during performance.

• Non-personal services requirement; contractor personnel will not be supervised or controlled as Government employees.

• Compliance with applicable Federal, state, local, installation, OSHA, and U.S. Army Corps of Engineers safety requirements.

• Compliance with all installation access, physical security, information protection, cybersecurity, antiterrorism, operations security, badging, and training requirements.

• Contractor personnel must satisfy all access, screening, training, and badging requirements before beginning work.

• Safeguarding of Government information and property is required.

• Any Federal Contract Information (FCI), Controlled Unclassified Information (CUI), or CMMC-related requirements will be determined and incorporated.

• Contractor shall not connect equipment to Government enterprise networks unless expressly authorized.

• Designation of key personnel (on-site project manager/superintendent and alternate) is required.

• Attendance at post-award, progress, coordination, testing, and acceptance meetings is required.

• Training for designated Government personnel is required before final acceptance.

• Comprehensive documentation and closeout package submission is required.

• Warranty support for installed equipment, software, workmanship, and system functionality is required.
