This document is a Sources Sought Notice for elevator controller repair services at Fort Meade, MD. The U.S. Government is seeking information to determine potential sources for a contract expected to last up to 12 months. This notice is not a solicitation and does not commit the government to awarding a contract.

This notice is intended to gauge market interest and identify potential contractors. Interested parties are requested to provide specific information to help the government understand the capabilities of potential offerors and to structure the requirement for future solicitations. Key information requested includes:

• Firm details (name, POC, size, certifications, NAICS code).
• Interest in prime contracting or subcontracting/teaming.
• Detailed experience with similar requirements (size, scope, complexity, timeframe).
• Information on commercial availability and pricing.
• Recommendations for structuring contract requirements to facilitate competition, especially among small businesses.
• Suggestions for improving the approach/specifications/draft PWS/PRS.
• Confirmation of understanding and compliance with FAR 52.219-14 Limitation of Subcontracting.
• Identification of any factors that may be unnecessarily restricting competition.

Responding to this notice does not preclude participation in any future RFQ, IFB, or RFP. The NAICS code for this requirement is 238290 (Other Building Equipment Contractors).

Statement of Work (SOW) / Performance Work Statement (PWS)

To obtain services to repair and return to service the elevator at Building 4550, located at Fort Meade, MD.

This SOW details the modernization of one (1) passenger elevator in Building 4550, serving from the basement to the fourth floor. The modernization includes upgrading mechanical systems, controls, and safety features to meet contemporary codes and standards. Specific components to be replaced include:

• New Elevator Submersible Pumping Unit
• New Controller
• New Elevator Signals/Fixtures
• New Hoist way Doors
• New Hoist way Door Equipment
• New Car Door Equipment
• New Car Door
• New Elevator Wiring
• New Cab Interior

The scope also covers the replacement of the elevator submersible pump, including preparatory work, removal of the existing pump, installation of a new pump, and post-installation testing. It also details requirements for hoist way doors, car doors, hall fixtures, position indicators, car operating panels, and communication/emergency signaling devices.

• Elevator modernization must align with contemporary latest code & standards.

• Equipment must be American Made, Non-Proprietary, durable, reliable, and dependable.

• Compliance with ASME A17.1/CSA B44 standards and IBC 2021 code updates for emergency communication systems.

• Elevator downtime should be minimized.

• Work areas must be kept clean and safe.

• Period of Performance: Within 180 days after Notice to Proceed (NTP).

• Place of Performance: B4550 Parade LN, Fort Meade, MD.

• Hours of Operation: 7:00 am to 5:00 pm, with potential for weekend work.

• The contractor must provide a proposal based on an assessment and design a customized upgrade plan.

• Qualified technicians must perform installation.

• Thorough testing and calibration are required post-installation.

• The contractor must comply with all applicable Federal, State, and local construction regulations and safety codes (including EM 385-1-1, UFC 1-200-01).

• Security requirements include background checks, passes, and adherence to access control policies.

• Environmental protection measures, including waste management and storm water pollution prevention, must be followed.

• The contractor is responsible for all permits, taxes, licenses, and ordinances.

• A warranty of at least one (1) year after Government acceptance is required.

• As-Built drawings must be provided.
