Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for comprehensive maintenance, repair, and inspection services for Vertical Transportation Equipment (VTE) at Malmstrom Air Force Base (MAFB), including both the main base and remote Missile Alert Facilities (MAFs).

• The Contractor is responsible for the full maintenance and repair of all identified VTE, including passenger and freight elevators, escalators, wheelchair/stair lifts, dock levelers, and dumbwaiters.

• The monthly fixed price covers all inspections, maintenance, repairs, replacements, and routine/emergency service calls, eliminating the need for individual invoicing for parts.

• The Contractor determines the necessary service visits and types of service to ensure safe operation and performance objectives.

• Work must comply with relevant ASME, NFPA, UFC, OSHA standards, and original equipment manufacturer (OEM) recommendations.

• Alterations and modernizations.

• Damage caused by vandalism, abuse, negligence, rescue operations, or acts of God (including power spikes).

• Cosmetic and construction elements (e.g., cab enclosure finishing, hoistway door frames, sills, car flooring).

• Main line power switches, main power breakers, hydraulic elevator jack outer housing, buried piping, smoke/fire sensors, fire service reports, main communication feeders, security systems, non-dedicated emergency lighting batteries, air conditioners, and heaters.

• Routine cleaning and refinishing of car interiors and hoistway doors/frames.

• If excluded work is encountered, the Contractor must report it to the Contracting Officer's Representative (COR) with a detailed scope, justification, and cost estimate.

• Maintenance Control Program (MCP): Contractor must develop and submit an annual MCP within 30 days of award, detailing inspections and maintenance schedules.

• Hours of Operation: Normal duty hours are 7:30 a.m. to 4:30 p.m., Monday-Friday. Routine inspections/repairs outside these hours require CO/COR approval. Emergency repairs outside standard hours will be coordinated.

• Federal Holidays: Contractor is not required to provide routine service on recognized federal holidays.

• Security: Compliance with Air Force regulations and Malmstrom security policies is mandatory. This includes base access procedures, identification badges, and potential vehicle inspections. Specific requirements for Main Base Entry and Missile Field Entry are detailed.

• Training: Antiterrorism (AT) Awareness Training is required for all contractors within 30 days of access and annually thereafter.

• Environmental Control: Compliance with all applicable environmental laws and regulations is required. MSDS for chemicals must be maintained, and HAZMAT inventories provided.

• Asbestos: Contractor must determine if work may result in exposure to ACM/RACM.

Sources Sought

This document is a Sources Sought notice for market research purposes to determine potential sources for elevator maintenance services at Malmstrom AFB. The government is assessing if the effort can be competitive and if it can be set aside for small businesses. The NAICS code is 238290 (Other Building Equipment Contractors) with a size standard of $19.0 million. The government is interested in responses from all small business categories, including 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small businesses.

Interested parties should provide a summary outline of their qualifications to conduct Elevator Maintenance as outlined in the attached Statement of Work (SOW) for Malmstrom AFB. Responses should include a description of similar services offered to government and commercial customers over the past three years. If teaming is involved, details on prime and partner responsibilities are required.
