Amendment / Modification

• Amendment 0002 modifies the solicitation/contract by changing the units for Line Items (LI) 4, 8, 12, 16, 20, and 24 from 'months' to 'hours'.

• Line Items (LI) 4, 8, 12, 16, 20, and 24 in the Schedule of Supplies/Services.

• Contractors are instructed to submit their quote on the SF30 form for amendment 0002.

• Contractors must acknowledge receipt of amendment 0002 by signing and submitting page one of amendment 0001 and page one of the original SF1449 with their quote.

• All other aspects of the solicitation/contract remain unchanged.

Amendment / Modification

• This amendment (0001) notifies interested contractors of a site visit scheduled for Thursday, December 14, 2023, at 9:00 AM EST.

• The site visit will take place at MDC Brooklyn, 80 29th Street, Brooklyn, NY 11232.

• Contractors must email the attached NCIC Check Form to Paul Brady (pbrady@bop.gov) before Monday, December 11, 2023, by 12:00 PM EST.

• Contractors must acknowledge amendment 0001 by signing and submitting page one with their quote.

• The "NCIC Check Form" is referenced as an attachment.

• The closing date for the solicitation is NOT extended and remains December 26, 2023.

Solicitation / RFP / RFQ

This solicitation is for elevator maintenance and repair services for the Metropolitan Detention Center (MDC) Brooklyn, New York, and Dayton Manor (Staff Housing) in Brooklyn, NY. The Federal Bureau of Prisons (BOP) Field Acquisition Office is issuing this solicitation.

• Provision of scheduled and unscheduled elevator maintenance and repair services.

• Services to be provided 24/7/365, including emergency call-back service.

• Maintenance and repair of seventeen (17) elevators across two locations: MDC Brooklyn and Dayton Manor.

• All equipment specified must be brand name or equal.

• Contractor must provide all necessary equipment, labor, materials, tools, and incidentals.

• Specific maintenance tasks include weekly, monthly, quarterly, semi-annual, and annual checks and services as detailed in the Statement of Work.

• Emergency call-back service response time is two hours for non-emergency calls and thirty minutes for freeing trapped individuals.

• Contract Type: Indefinite delivery/requirements type contract with firm-fixed unit prices.

• Period of Performance: Base year (March 1, 2024 - February 28, 2025) plus four (4) 12-month option periods and a potential 6-month extension.

• Estimated Award Date: January 1, 2024.

• Estimated Effective Date: March 1, 2024.

• Quotes are due by the deadline listed on SF1449.

• Quotes must be submitted electronically via email to t8johnson@bop.gov in PDF format only.

• Faxed and hand-delivered quotes will not be accepted.

• Evaluation will be based on best value, considering price and past performance.

• The Government will evaluate quotes by adding the total price of all options to the total price of the base year requirement.

• The acquisition is set aside for Small Business.

• Size Standard: $22,000,000.

• Offerors must be registered in the System for Award Management (SAM).

• Attachments include a Business Management Questionnaire and WDOL 2015-4035.pdf.

• Offerors must complete and submit Standard Form 1449, Schedule of Items/Contract Pricing, and Solicitation Provisions (52.212-3).
