Scope of Work

The contractor shall provide routine maintenance, Annual (No-Load) Safety Tests, 5-year (Full Load) Safety Tests, and repair services for one elevator at each of the following USACE project sites: Caesar Creek Lake (OH), William H. Harsha Lake (OH), Clarence J. Brown Dam and Reservoir (OH), and Brookville Lake (IN). All services must comply with the most recent version of ANSI/NETA Maintenance Testing Standard (MTS) and other applicable ANSI standards (A17.1, A.17.2, A17.3). The scope includes furnishing all personnel, equipment, supplies, and materials, with all replacement components being new and unused.

Contract Details

  • Contract Type: Blanket Purchase Agreement (BPA)
  • Set-Aside: Small Business Set-Aside (NAICS 561210, $47M size standard)
  • Period of Performance: Five (5) year ordering period for the BPA, with an overall period from award through December 31, 2030 (including option years).
  • BPA Call Limits: Each individual BPA call shall not exceed $99,999, with a BPA call limit of $33,333. The BPA Master Dollar Limit is $99,999.

  • Submission Method: Electronically via the PIEE Solicitation Module. Faxed, telephoned, or mailed quotes will not be accepted.
  • Evaluation: Award will be made to the offeror with the lowest evaluated price (base and all options). The Government reserves the right to award based on initial quotes without discussions.
  • Required Forms: Offerors must complete the Price Breakout Schedule and the Representations & Certifications form.

Eligibility & Special Requirements

Offerors must be registered in the System for Award Management (SAM.gov) with a Unique Entity Identifier (UEI). Contractors must be licensed in elevator repair with a minimum of 3 years of experience. Personnel will require background checks and security clearances. Applicable wage determinations (2015-5783, 2015-4739, 2015-4719) for the Service Contract Act apply to labor costs. Site visits are encouraged.
