Statement of Work (SOW)

To modernize the elevator cabin and replace the control system with newer technology at the Pawnee Indian Health Center in Pawnee, Oklahoma. The modernization aims to increase durability and reliability, improve fire and life safety features, decrease operation and waiting times, and reduce energy consumption and operational costs.

The contractor shall upgrade, modernize, replace, or retrofit all elevator components. This includes addressing items found to be deficient, obsolete, or out of code compliance. The scope encompasses a cabin remodel/modernization and work on the controller, jack, power unit, car, hoistway, pit, door equipment, car fixtures, and hall fixtures. All work must be performed by certified technicians and electricians in compliance with relevant codes and regulations, including ASME A17.1/CSA B44, ADA, NFPA, and NEC.

• Provide an itemized bid based on unit prices for common items.

• Supply all replacement parts, equipment, and labor.

• Perform work over weekends or holidays to minimize downtime, with power disruptions scheduled after facility operation hours.

• Modernize the elevator cabin, including interior finishes, lighting, and mechanical/electrical components.

• Replace the elevator controller with a Tack 32 controller, including specific options like card reader, 24 VDC signal voltage, and BAS system integration.

• Inspect and replace components of the existing lifting jack and power unit as needed.

• Add/replace car top exit switch, cab wiring, door equipment, and car fixtures (e.g., vandal-resistant buttons, LED lighting).

• Add/replace hall fixtures, including position indicators, braille, and hall stations.

• Install new machine room door, fused main disconnect, and lighting/receptacles in the machine room and pit.

• Address fire alarm system components, including removal and replacement of initiating devices and modules.

• Pre-Construction Meeting (Schedule, Key Personnel, Safety Plan, Schedule of Values)

• Progress Reports (Daily, Meetings)

• Submittals (Shop drawings, product data, etc.)

• RFIs (Requests for Information)

• Completion of Project (Punch List, Final Punch List)

Sources Sought Notice

This notice is issued by the Indian Health Service (IHS) to identify Indian Small Business Economic Enterprises (ISBEEs) capable of performing "Elevator Mechanical and Equipment Upgrades." The government is seeking to determine if ISBEEs can fulfill this requirement, with a preference for utilizing the Buy Indian Act authority.

• The primary focus is on companies demonstrating capability, experience, and ability to provide "Elevator Mechanical and Equipment Upgrades."

• Generic capability statements are insufficient; responses must directly demonstrate the required capacity.

• Interested parties must submit a written response.

• Responses are due no later than 10:00 AM CST on May 11, 2026.
