Purpose

The government intends to use the negotiation authority of the Buy Indian Act (25 U.S.C. 47) to give preference to IEEs for this requirement, provided it is authorized and practicable. The goal is to determine industry capability for elevator mechanical and equipment upgrades.
Scope of Work
The project involves the comprehensive modernization of the elevator cabin and replacement of the control system at the Pawnee Indian Health Center. The objective is to enhance durability, reliability, fire and life safety, reduce operation/waiting times, and decrease energy consumption and operational costs. The scope includes upgrading, modernizing, replacing, or retrofitting all elevator components, specifically:
- Cabin remodel/modernization (interior finishes, lighting).
- Replacement of the elevator controller with a Tack 32 controller, including specific options like card reader and BAS integration.
- Inspection and replacement of components for the existing lifting jack and power unit.
- Addition/replacement of car top exit switch, cab wiring, door equipment, and car/hall fixtures (e.g., vandal-resistant buttons, LED lighting).
- Installation of a new machine room door, fused main disconnect, and lighting/receptacles in the machine room and pit.
- Addressing fire alarm system components. All work must be performed by certified technicians and electricians in compliance with ASME A17.1/CSA B44, ADA, NFPA, and NEC. The period of performance is 180 calendar days after the Notice to Proceed, with work scheduled after-hours or weekends to minimize facility impact.
Submission Requirements
Interested parties, particularly ISBEEs and other small businesses, must submit a written response by May 11, 2026, 10:00 AM CST. Responses should be emailed to Noleen.Powell@ihs.gov with the subject line "IHS1525861 ELEVATOR MODERNIZATION PROJECT". The submission must include:
- A capability statement (maximum five pages) directly demonstrating experience and ability in "Elevator Mechanical and Equipment Upgrades." Generic statements are insufficient.
- Company Name, Socioeconomic Status, SAM Unique Entity Identifier (UEI), contact information, DUNS Number, Cage Code, Tax ID, and date submitted.
- Applicable GSA Schedule number or other procurement vehicle.
- Company's System for Award Management (SAM) registration status (registration at SAM.gov is required).
- A completed Indian Health Service Buy Indian Act Indian Economic Enterprise Representation Form (attached to the original notice).
