Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for maintaining the elevators at the U.S. Embassy in Montevideo, Uruguay, ensuring they are in safe, reliable, and efficient operating condition.

• Provide a full-service maintenance agreement, including routine labor, standard replacement parts, consumables, lubricants, and supplies. Exclusions for repairs due to force majeure, misuse, vandalism, or negligence must be clearly identified by the contractor.

• Conduct monthly scheduled maintenance visits following an approved maintenance checklist. A service report must be submitted electronically after each visit.

• Provide 24-hour callback service for emergencies, with a maximum response time of one hour. Non-emergency callbacks have a maximum response time of twenty-four hours.

• Offerors must demonstrate capability to provide monthly preventive maintenance and emergency callback response within specified times.

• Offerors must demonstrate sufficient local technical resources, personnel, and operational capability.

• All contractor personnel must comply with U.S. Embassy security requirements.

• The estimated start date for the service contract is July 1, 2026.

• The contract is anticipated to consist of a one-year base period, with no option years unless determined by the U.S. Government.

• All services are to be performed onsite at the U.S. Embassy in Montevideo, Uruguay.

• Personnel performing work must be properly trained and qualified.

• Maintenance activities must adhere to manufacturer's recommendations and industry best practices.

• Manufacturer documentation and technical manuals will be made available upon request or during site visits.

• Contractor must maintain work areas in a clean and orderly condition.

• Offerors must demonstrate a minimum of five years of experience maintaining comparable elevator systems and provide at least three references for similar projects within the last five years.

• The proposal must include relevant training, certifications, technician assignments, and any manufacturer authorization or OEM training.

• The contractor shall obtain routine replacement parts, consumables, and materials as part of the contract price.

• Testing requirements include Annual “No-Load” Safety Tests and Five-Year “Full Load” Safety Tests, conducted with a third-party inspector paid by the Government.

• The contract price includes supplying and replacing batteries for emergency lighting, maintaining the in-car emergency communication device, and supplying/replacing key switches.

• Offerors must provide evidence of legal authorization to work in Uruguay and relevant business registrations/licenses.

• Pricing is for a base period of twelve months, including routine maintenance, inspections, callback services, consumables, and labor.

• Invoices are submitted monthly in arrears.

• The contract includes various Federal Acquisition Regulation (FAR) and Department of State Acquisition Regulation (DOSAR) clauses.
