Scope of Work

Services include inspection, cleaning, lubrication, adjustment, repair, and component replacement. Contractors must also provide 24/7 emergency response, three Mobile SIM cards for GUARDIAN communication, and adhere to manufacturer specifications and safety standards. Specific work requirements for traction, winding drum, hydraulic, and handicapped elevators apply. The successful offeror will develop and submit a Site Safety and Health Plan (SSHP) and Activity Hazard Analyses (AHAs).

Submission & Evaluation
Quotations must be submitted by March 2, 2026, at 17:30 local time. Required submissions include a completed SF-1449 (Section 1), proof of SAM registration, a list of clients from the past three years with performance details, evidence of necessary personnel, equipment, financial resources, and local licenses/permits. A strategic plan for elevator maintenance services is also required. Award will be made to the lowest priced, acceptable, responsible quoter, considering technical acceptability (past performance, experience, technical information), price reasonableness, and quoter responsibility (financial resources, ability to comply, integrity, organization, experience, skills, equipment, facilities, and eligibility).
Important Notes
All contractors must be registered in the SAM (System for Award Management) Database (www.sam.gov) and possess all permits and licenses required to do business in Spain. Proof of these permits is required with the offer. A site visit is scheduled for February 11, 2026, at 10:30 at the U.S. Embassy Madrid.
