Sources Sought Notice

This notice is issued by the 502D Contracting Squadron to gather market information regarding the capability of small businesses to provide services for the remediation of a hydraulic fluid leak on an elevator at Randolph Air Force Base. The government is seeking to understand market capacity and potential acquisition strategies.

The contractor shall provide all necessary supervision, labor, transportation, materials, tools, equipment, and quality assurance to investigate a hydraulic jack leak and remediate the affected area located at B663 JBSA-Randolph, San Antonio, TX. A draft Statement of Work (SOW) is attached for further details.

Statement of Work (SOW) / Performance Work Statement (PWS)

To investigate and remediate a hydraulic fluid leak on an elevator located at Building 663, Randolph Air Force Base, Texas.

• Furnish all supervision, labor, transportation, materials, tools, incidentals, equipment, and quality assurance for the investigation and remediation.

• Provide lifting equipment, specialty tools, parts, qualified technicians, barriers, and signs.

• Coordinate with the building manager for elevator shutdown and deactivation of fire/smoke sensors.

• Secure the elevator cab at the top floor.

• Remove concrete surrounding the hydraulic jack assembly for testing.

• Conduct visual inspection of the elevator pit and surrounding area for hydraulic fluid.

• Utilize field screening methods to identify potential soil contamination.

• Perform soil and groundwater sampling if groundwater is encountered.

• Test for hydraulic fluid constituents.

• Prepare a comprehensive report detailing findings, including field activities, boring logs, lab results, leak determination, and extent of contamination.

• Develop a detailed Remediation Action Plan (RAP) for submission to environmental regulatory agencies.

• Excavate contaminated soil, stockpile, characterize, and dispose of it at a licensed facility.

• Implement approved remediation strategy if groundwater contamination is present.

• Collect confirmation samples after remediation to verify contaminant levels are below regulatory standards.

• Prepare a final report documenting remediation activities and confirmation sampling results for site closure.

• Location: Building 663, Randolph Air Force Base, Texas.

• Estimated Performance Period: 30 calendar days.

• Notice Required: At least a 10-day notice is necessary for government coordination.

• Work Hours: Monday through Friday, 7:00 a.m. to 5:00 p.m.

• Contractor must comply with base traffic regulations and HAZMAT reporting procedures (AF Form 3952, MSDS submission).

• All work must comply with CEO Contract Specifications, Uniform Building Codes, Air Force Base Regulations, and OSHA Requirements.

• Develop and implement a comprehensive site safety plan.

• Contractor is responsible for all tools, parts, materials, and supplies.

• Contractor is responsible for disposal of all generated refuse and waste outside the project boundaries.

• Daily clean-up of the work site and removal of debris is required.

• Utilities (water and electricity).

• Emergency, fire, and security police response.
