This amendment (0001) to solicitation 36C24W26Q0137, dated April 1, 2026, provides answers to vendor questions.

• The amendment addresses questions related to system coverage, integration with access control, and elevator controls.

• The amendment clarifies requirements, which may impact how vendors prepare their proposals. No change to the proposal deadline is indicated.

• Coverage: The system must provide full coverage across each floor (approximately 15,000 sqft) to ensure instant notification for battery status and tamper alerts.

• Access Control Integration: New mag-locks must be provided and installed for eight doors. The locking system must be NFPA compliant. Existing doors do not have mag-locks.

• Elevator Controls: Integration with elevator controls is not required, as elevators in the area are already access controlled.

Statement of Work (SOW)

To supply and install an Elopement Alarm System at the new Tulsa VA Medical Center to notify nursing staff of patients at elevated risk for elopement. The system will cover 8 doors on 4 floors with 16 annunciating stations and associated wiring.

• Supply and install all components for the Elopement Alarm System.

• Monitor 8 doors on 4 floors and 16 annunciating stations.

• Install wiring between all devices.

• Provide contract oversight, management, technically trained personnel, OEM authorizations, licenses, uniforms, equipment, tools, materials, supplies, storage, insurance, shipping, and transportation.

• Services are considered non-personal.

• Equipment must meet or exceed the physical, functional, and performance characteristics outlined.

• Contractor must provide products and perform in a professional manner and quality recognized by commercial industry standards.

• Standard manufacturer industry warranty term required; extended warranties are not accepted.

• Location: New Tulsa VA Medical Center, 440 S. Houston Ave, Tulsa, Oklahoma 74127.

• Delivery and Installation: May 2026 through August 2026, coordinated with the construction contractor.

• Equipment:

  • 8 x Wanderguard Blue Door Alarms Controller (capable of upgrade for proximity awareness, auto-door locking, access keypads/badge readers).
  • 16 x Wanderguard Blue Nurse Station Annunciators.
  • 50 x Wanderguard Blue Bracelets (durable, cut-resistant, IP67 water ingress protection, smooth surface for sterilization).

• Compatibility: Elopement system must be compatible with and integrated with the Jeron Provider 790 nurse call system.

• Installation and Training: Installation and staff training are required.

• Documentation: Provide electronic copies of user and repair manuals.

• Quality: Conformance to safety and compliance standards, including OSHA, ANSI, and NFPA-99. Rework or Remedy at no additional cost if services are not satisfactory.

• Inspection: Performed by OIT and Engineering representatives.

• Warranty: Standard manufacturer industry warranty term.

• Safety and Compliance: Adherence to local, state, and federal safety guidelines, including OSHA, ANSI, and fire safety legislation.

• Regulatory Requirements: FDA Quality System Regulation (21 CFR Part 820) and OSHA.

• Insurance: Provide written confirmation of adequate liability insurance.

• Protection from Damage: Contractor responsible for protecting VAMC personnel, furnishings, equipment, and buildings from damage during work.

This notice is for market research purposes to identify contractors capable of supplying and installing an Elopement Alarm System for the Eastern Oklahoma VA Health Care System (EOVAHCS) at the Tulsa VA Medical Center. This is not a Request for Proposal (RFP) or Request for Quote (RFQ).

• Supply and install an Elopement Alarm System to notify nursing staff of patients at elevated risk for elopement.
