This solicitation is for "ELSA Test Support" to conduct a testing event for the FIRST RF's array technology. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) requires these test services to support a critical testing event.

• Interface with and utilize the ELSA array.

• Access the range control lab to conduct proposed tests using a stand-alone engineering computer with a separate ethernet cable from the lab to the range pedestal.

• Facilitate laptop connection to observe internal antenna commands and sequencing of events from the lab location.

• Arrange and conduct the test event over three (3) continuous work week duty days during normal business hours.

• Activities include: Day 1: Integration of ELSA into the Range; Day 2: Execute testing of the ELSA with Government witnesses; Day 3: Repeat testing of the ELSA with Government witnesses.

• Coordinate with Technical Points of Contact (TPOCs) to identify the testing facility and arrange Government witnesses.

• The work to be performed is unclassified.

• Travel is required: One (1) personnel for three (3) days.

• Pricing Arrangement: Firm Fixed Price.

• Period of Performance: 1-month.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for test support for the Efficient Lightweight Scalable Array (ELSA) system, which is essential for FIRST RF's array technology. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) requires test services for this system.

• The contractor shall interface with and utilize the ELSA array.

• The contractor shall access specific system components and facilitate laptop connections for observing internal antenna commands and sequencing of events during lab location.

• The contractor shall arrange test events over three (3) continuous work-week duty days during normal business hours.

  • Day 1: Integration of ELSA into the Range.
