Scope of Work
The contractor shall provide all personnel, tools, supplies, equipment, transportation, and labor necessary for comprehensive EMCS maintenance. This includes maintaining the central Johnson Controls, Inc. METASYS EMCS, which serves approximately 75 facilities with potential for expansion. Key tasks involve:
- Routine maintenance, analysis, diagnosis, and correction of hardware/software deficiencies.
- Suggesting system modifications and reviewing field maintenance procedures.
- Updating system programs, hardware, and manuals as revisions become available.
- Providing 24/7/365 emergency repair services.
- Delivering advanced training for CAFB EMCS staff and repair personnel.
- Furnishing contractor-owned materials for repairs costing less than $50.00 per item.

Performance Requirements
Key performance standards include:
- Routine Maintenance: 95% of EMCS equipment operational; 95% of facilities without customer complaints; EMCS downtime not to exceed 24 hours after a 16-hour notification.
- Training: 100% of requested training completed within 60 days.
- Emergency Repair: 95% of emergency service calls responded to and repaired timely.
- Reports: 100% of all reports timely and accurate.
Special Requirements
Technicians must be certified to work on all EMCS-connected equipment and possess refrigerant handling certification when required. The contractor must comply with all security requirements, environmental laws, hazardous material management, and Combating Trafficking in Persons policy. A Quality Control Plan (QCP) must be developed and maintained. Invoicing and payments will be processed via Wide Area WorkFlow (WAWF) e-Business Suite/PIEE.
Place of Performance
Columbus Air Force Base, Columbus, MS 39710. The central control for the EMCS system is located in Building 385, Room 129. Routine services are performed during normal duty hours (7:30 am to 4:15 pm, Monday-Friday), excluding Federal holidays, with emergency services available 24/7.
