  • Delivering instruction in accordance with the Client’s curriculum, program guidance, and standards.
  • Providing a secure, web-based, government-approved Unified Communications and Collaboration (UCC) platform supporting live video, real-time text chat, and document sharing.
  • Ensuring full UCC functionality from the contract’s Period of Performance (PoP) start date.

Evaluation (for future solicitation)

Award will be based on a competitive Performance-Price Tradeoff (PPT) best value source selection. Competing offerors' combined past performance information will be approximately equal to price. The Government intends to award without negotiations, so initial proposals should contain the best terms. Proposals must include four volumes:

  • Volume I – Summary and Miscellaneous Data
  • Volume II – Technical Proposal
  • Volume III – Past Performance Information
  • Volume IV – Price Proposal Technically unacceptable offers will not receive further evaluation. The Government reserves the right to award to a higher-priced offeror if justified by a superior Past Performance Confidence Rating.
