Amendment / Modification

    • Volume II (Technical Proposal): Limited to 25 pages, double-spaced, Times New Roman 12pt font. Must include a detailed approach, Day One Readiness (including a .csv file for instructor staffing), Management Plan (addressing Key Personnel and Instructor Training), and Instructional Delivery (UCC Platform Checklist and a sample lesson video in Russian).
    • Volume III (Past Performance): Submission of up to three (3) relevant contracts using provided PPI Sheets and Past Performance Questionnaires (PPQs). Includes requirements for a "roadmap" of organizational changes and subcontractor consent.
    • Volume IV (Price Proposal): Completion of SF 1449, blocks 19-24, with unit and extended prices. No price data is to be included in other volumes.
• Contract Award: The Government intends to award without negotiations, requiring initial offers to be the best terms. Negotiations may occur if deemed necessary.
• Discrepancies: Offerors must notify the Contracting Officer in writing of any perceived errors or omissions in the instructions.

This addendum modifies and supplements the original Solicitation 52.212-1, particularly concerning proposal preparation, submission, and content requirements for all four volumes.

Performance Work Statement (PWS)

To acquire live, online synchronous foreign language instruction for Airmen and Guardians, delivered via a Contractor-provided Unified Communications and Collaboration (UCC) platform, managed through the government-owned Language Enabled Development Resource (LEaDeR) tool.

• Provide qualified language instructors (eMentors) to deliver instruction IAW the Client’s curriculum, program guidance, and standards.

• Provide a secure, government-approved UCC platform supporting live video, text chat, and document sharing with minimal lag.

• Match Scholars and eMentors using the LEaDeR tool based on language, proficiency, availability, and time zones.

• Oversee course execution, report irregularities, and generate weekly Scholar reports.

• Deliver 18,812 course hours annually, with an option for 5,320 surge hours.

• Support various course types: Traditional, Advanced, Pre-Assignment Acculturation (PAC), Special Project, and OnDemand sessions.

• UCC platform must maintain at least 99.9% monthly service-level availability.

• eMentors must resolve routine UCC platform technical issues during class sessions (95% of the time).

• eMentors must provide one-on-one feedback to support Scholar language development (95% of courses).

• eMentors must follow stated lesson objectives and content (95% of courses).

• Minimum annual Scholar throughput of 1,164 Scholars.

• Work will be performed for the Department of the Air Force (DAF) Air University (AU) Air Force Culture and Language Center (AFCLC) at Maxwell AFB, Alabama.

• Contractor must be ready to begin work on Day One of the contract.

• eMentors must possess language skills equivalent to ILR Advanced Professional Proficiency or ACTFL "Superior" rating.

• Contractor must provide a UCC platform compatible with Windows and Apple systems, optimized for broadband connections, and supporting multi-point video/audio.

• Personnel require a Common Access Card (CAC) for access to the LEaDeR application.

• Protection of Personally Identifying Information (PII) is required IAW the Privacy Act of 1974 and DoD policies.

• Deliverables include eMentors Roster, Assessment Scores, Monthly Status Reports, and UCC Platform Video Orientation.

• Consent to Discuss Performance: Allows the Government to discuss the subcontractor's past and present performance with the prime contractor.
• Identification: Requires the prime contractor to identify the subcontractor/teaming partner, the prime contractor's name, and the solicitation details (Department of the Air Force, location, RFP number, program title).
• Signature: Requires a signature and title from an individual authorized to legally bind the company, along with the company name and address.
