Scope of Work
The contractor will provide qualified eMentors to deliver foreign language instruction to Airmen and Guardians, utilizing a contractor-provided Unified Communications and Collaboration (UCC) platform. Instruction must align with Government-provided curriculum and tailor delivery to individual needs within the Air Force Culture and Language Center (AFCLC) mission context. Key performance requirements include:
- Instructional Delivery: Live, synchronous, instructor-led foreign language instruction.
- Day-One Readiness: Immediate staffing capability for all Priority One languages at contract start.
- UCC Platform: Provision of a PWS-compliant platform meeting technical and security specifications.
- Government-Directed Operations: Operating within the LEaDeR-centric framework as a system of record data provider.

Submission & Evaluation
Proposals must be submitted electronically via email by June 18, 2026, at 12:00 PM CDT. Submissions require four separate volumes:
- Volume I: Summary and Miscellaneous Data (SF 1449, representations, certifications).
- Volume II (Technical Proposal): Limited to 25 pages, covering Day One Readiness (including a .csv file for staffing), Management Plan (Key Personnel, Instructor Training), and Instructional Delivery (UCC Platform Checklist, sample lesson video).
- Volume III (Past Performance Information): Up to three relevant contracts using provided PPI Sheets and Past Performance Questionnaires (PPQs), including a subcontractor consent letter if applicable.
- Volume IV (Price Proposal): Completion of SF 1449, blocks 19-24.
Award will be based on a Competitive Performance Price Tradeoff (PPT) best value source selection, evaluating Technical Acceptability (Pass/Fail), Past Performance (recency, relevancy, performance), and Price (fairness, reasonableness). The Government intends to award without negotiations but reserves the right to conduct them.
