Emergency 150KW Diesel Generator Set - Solicitation

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure a new, reliable backup diesel generator set for the Cougar Adult Fish Collection Facility, located at the Cougar Dam, to ensure continuity of operations during primary power failures. The current propane generator is unreliable and no longer supported.

• Provide one (1) new 150kW Diesel Generator Set or approved equal.

• Includes delivery to the designated location, on-site commissioning and testing, operator training, drawings, and operation and maintenance manual.

• Generator Set:

  • 150kW Emergency Standby Power (ESP) rating, EPA Certified for Stationary Emergency use.
  • 480/277 Volt, 3-Phase, 4-wire electrical system.
  • Physical dimensions not to exceed 165" L x 45" W x 99" H.
  • Main electrical load connection panel on the right-hand side (facing control panel).
  • Must provide dimensional drawings with bid to prove compliance.

• Sound-Attenuated Enclosure:

  • Weather-protective, sound-attenuated, limiting sound to 79 dBA at 23 feet.
  • Galvanized steel construction with high-grade, corrosion-resistant coating.
  • Side-hinged doors with lockable, stainless-steel latches.
  • Removable panels for component access.
  • Enclosed exhaust system with critical-grade silencer.
  • Piped engine oil and coolant drains to exterior.
  • Interior lighting and 120VAC GFCI receptacle.

• Integrated Fuel Tank System:

  • Factory-integrated, dual-wall, UL 142 Listed base fuel tank.
  • 402-gallon capacity (395 usable gallons for 35 hours run time at 100% load).
  • 5-gallon spill containment with overfill protection.
  • Integrated low-level fuel warning and leak detection system.
  • Local mechanical and remote electronic fuel level monitoring.
  • Float switch for "Low Fuel Level" (70%) and "Overfill Fuel Level" (95%) alarms.
  • Normal and emergency venting systems.

• Engine System:

  • Standard production model, turbocharged air-to-air aftercooled, four-stroke-cycle, compression-ignition.
  • 120VAC Jacket Water Heater for reliable starting.
  • Closed crankcase ventilation (CCV) system.
  • Delivered filled with engine oil and extended-life coolant rated for -34°C (-30°F).

• Fuel System:

  • Engine-driven pump.
  • Minimum one full flow fuel filter per engine, easily accessible.
  • Relief/bypass valve for fuel supply line pressure regulation.

• Electrical System:

  • Permanent Magnet Excitation (PME) alternator.
  • 100% rated, 3-pole, 250-amp main circuit breaker.
  • Integrated, UL-listed, 10-amp battery charger.

• Control and Monitoring System:

  • Modbus RS-485 communication interface for external SCADA integration.
  • Must provide Generator Running Status, Common Fault Status, Engine Speed, Oil Pressure, Coolant Temperature, and Fuel Level.
  • Offerors must provide Modbus register map documentation.

• Battery System:

  • Heavy-duty starting batteries, battery rack, and cables.
  • Lockable battery disconnect switch.

• Sound level not to exceed 79 dBA at 23 feet.

• 35 hours run time at 100% load.

• EPA Certified for Stationary Emergency use.

• Flywheel statically and dynamically balanced for 125% of rated speed.

• Delivery to Cougar Adult Fish Collection Facility, Forest Service Rd. 19-410.

• Delivery Hours: MON-THU 0800-1600 (excluding federal Holidays).

• Certification: UL 2200 certification for the complete package.

• Manufacturer Experience: Minimum three years experience for component and set manufacturers.

• Seismic Certification: Mount on steel base with seismic vibration isolators (IBC compliant).

• Extended Service Coverage: 5-year / 2500-hour comprehensive plan, fulfilled by original engine manufacturer.

• On-Site Commissioning: Performed by factory-certified technician.

• Detailed Drawings: Submit drawings for starting, fuel, cooling, exhaust, lubrication, vibration isolation, safety, electrical schematics, panel layouts, and mounting.

• Operation and Maintenance Data: Standard O&M manual, maintenance manual, and recommended schedule.

• Specials Tools and Filters: Two sets of special tools and two sets of filters.

• Engine Diagnostic Software and Hardware: Lifetime license software, data link adapter, and cables compatible with the generator set and the Government's existing fleet.

• Submittal Requirements: Technical data sheets, dimensional drawings, and supporting documentation.

• Shipping: Contractor is responsible for shipping costs to the Cougar Location. Coordinate delivery with Jake Moore.

• Bidders must provide dimensional drawings with their bid to prove compliance with physical constraints.
