This document is a questionnaire for a Sources Sought Notice/Request for Information (RFI). It is designed to gather information from potential vendors regarding their capabilities and interest in a possible upcoming acquisition. The responses will be used by the PSNS & IMF Office to inform acquisition planning and will not be published externally.

• Company Information: Requires company name, CAGE code, point of contact, address, phone, and email.
• Small Business Program Eligibility: Asks vendors to identify eligibility for various small business programs (SB, HubZone, 8(a), SDB, EDWOSB, WO, SDVOSB, VOSB, Other) under NAICS code 532490 (Other Commercial Industrial Machinery and Equipment Rental and Leasing) with a $40M size standard.
• Capability Questions: Inquires about the firm's ability to perform services outlined in a draft PWS, specifically regarding power generation capacity (250 kW, 500 kW, 750 kW, 1000 kW), compliance with PWS references, and on-call technical support for repairs/replacements within specified timeframes (4 hours for determination, 48 hours for repair/replacement).
• Labor and Cost Information: Asks about labor categories used (referencing Department of Labor Wage Determinations), major cost drivers, pricing methodologies (unit of measure), and preferred contract types (FFP, cost-reimbursable, T&M).
• Commercial Practices: Seeks information on commercial marketplace offerings, required terms and conditions in commercial contracts, and typical lead times for service provision after award.
• Qualifications and Risks: Asks about unique qualifications, potential technical, cost, schedule, or performance risks, and any additional relevant feedback or issues experienced with similar contracts.
• DoD Experience: Inquires about experience working on DoD bases/facilities and the ability to obtain access.

This questionnaire is crucial for potential bidders to assess their alignment with the potential requirement and to provide feedback to the government. Completing it demonstrates interest and provides valuable market research data for the government. It helps bidders understand the government's preliminary thinking on technical requirements, small business utilization, and operational expectations.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide rental Emergency Diesel Generators (EDG) for the Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) and potentially other designated alternate sites. These generators will serve as part of an emergency power supply system (EPSS) for primary and/or standby backup power.

• Provide EDGs with specific electrical ratings (460VAC nominal, 3-phase, 60 Hz) and minimum Kilowatt (KW) power ratings (250KW, 500KW, 750KW, or 1,000KW).

• Generators must meet national emissions standards and electrical code requirements.

• Equipment must include integral lockout means, reverse power trip capability, and main output circuit breakers with specified amperage ratings.

• Output bus bars must accommodate specific cable types and sizes based on KW rating.

• Generators must be equipped with automatic remote notification for various statuses (e.g., standard alarm, engine running, generator breaker closed).

• Provide local and remote electrical start features, with remote start capability as specified.

• Include maintenance-free starting batteries, float-type battery chargers, and water jacket heaters.

• Generators must have integrated fuel tanks sized for 16 hours of full-load run time and be refuelable while operating.

• All components must be housed within a NEMA 3R ISO enclosure with specific lifting and containment features.

• Perform maintenance prior to delivery, including new batteries, filter replacements, hose/belt replacement, and oil/filter change.

• Conduct a load test of the EDG at a minimum of 80% of full load for one hour.

• Expected run time for rented EDGs is less than 50 hours per calendar year (excluding emergency run time).

• Generators must assume rated electrical load within 10 seconds of start.

• Repairs or replacements must be completed within 48 hours of determination.

• A half-hour retest is required after repairs or replacement.

• Fuel analysis must meet specific criteria for clarity, brightness, and particulate contamination.

• Primary delivery location: Puget Sound Naval Shipyard and Intermediate Maintenance Facility.

• Alternate delivery locations include: Naval Base Kitsap Bremerton, Naval Base Kitsap Bangor, Naval Base Kitsap Keyport, Naval Hospital Bremerton/Naval Base Kitsap Jackson Park, Puget Sound Naval Shipyard and Intermediate Maintenance Facility Bangor, Naval Station Everett, and Naval Weapons Depot/Indian Island.

• Compliance with federal, state, and local laws and regulations regarding environmental protection and employee safety.

• Compliance with lockout/tag-out standards (29 CFR 1910.147).

• Reporting of accidents, injuries, and environmental mishaps is required.

• Contractor personnel must comply with all badging and security procedure requirements for gaining access to DoD Installations/Government Sites, including obtaining appropriate identification badges and credentials (e.g., CAC, DBIDS).

• Coordination with the Contracting Officer's Representative (COR) for delivery, pick-up, and technical clarifications is mandatory.

• A post-award briefing is required.
