• Product Samples: May be required and must be submitted by the quote receipt deadline, at no expense to the Government.
• Multiple Quotes: Encouraged to submit alternative quotes, which will be evaluated separately.
• Late Submissions: Responsible for timely submission; late quotes may not be considered.
• Issuance of Purchase Order: The Government may issue a purchase order to one or more quoters, and may reject any or all quotes. The Contracting Officer may issue a purchase order to other than the lowest priced quoter.
• Multiple Awards: Possible for any item or group of items.
• Availability of Requirements Documents: Guidance on obtaining specifications, standards, and commercial item descriptions from ASSIST website or other specified sources.
• Unique Entity Identifier: Required for quotes exceeding the micro-purchase threshold, and for those at or below if the RFQ requires SAM registration. Must be annotated on the cover page.
• Notification: Unsuccessful quoters will not be notified.

• Past Performance Evaluation: Assesses the risk associated with a quoter's likelihood of success, based on past performance records (e.g., CPARS, customer surveys).
• Price Evaluation: The total price, including all line items and options, will be evaluated. The Total Evaluated Price will be the sum of all prices.
• Options Evaluation: Quotations will be evaluated by adding the total price for all options to the basic requirement. This includes the "Option to Extend Services" (FAR 52.217-8), where six months of the last potential performance period's price will be added. Quoters should not price the FAR 52.217-8 extension directly but must price all specified base and option periods.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products and services for Emergency Generators and Automatic Transfer Switch (ATS) Maintenance Service Contract at the Manchester VA Medical Center. The Department of Veterans Affairs is seeking a qualified contractor to perform comprehensive preventative maintenance and repair services for this equipment.

• Perform preventative maintenance (PM), testing, and repair services for Emergency Generators and ATS.

• Services include semi-annual and annual checks (engine running and not running), load bank testing, and emergency on-call repair services.

• Contractor must provide all necessary personnel, equipment, tools, materials, and supervision.

• Use Original Equipment Manufacturer (OEM) parts or authorized equivalents.
