Statement of Work (SOW) / Performance Work Statement (PWS)

To provide worldwide "Air Ambulance Medical Evacuation" (medevac) services for International Space Station (ISS), Johnson Space Center (JSC), or other NASA travelers on a pre-paid basis.

• Medevac Services: Comprehensive air and surface medical transport, including medical personnel, equipment, and certified/licensed transportation, to NASA's hospital of choice for travelers requiring hospitalization, definitive medical care, a medical escort, or unable to travel commercially.

• Transport Destination: To the nearest appropriate medical facility practicing U.S. standards of medical care, or to NASA's hospital of choice.

• Accompanying Travelers: Transportation for up to three accompanying travelers on the same transport, with alternate transportation provided within 24 hours if the primary transport cannot accommodate all three (limited to five medevacs per year).

• Additional Medical Travel Services: Includes patient transport from injury site, coordination with medical providers, pharmacy assistance, medical monitoring, obtaining medications/vaccines/blood/devices, medical referrals, patient advocacy, bedside case management, medical translation, hospital admission/discharge coordination, coordination of hospital payments and insurance (without government involvement), and repatriation of mortal remains.

• Service Standards: Services must meet Commission on Accreditation Medical Transport Services (CAMTS) and European Aero-Medical Institute (EURAMI) accreditation standards or equivalent.

• Cost Responsibility: All medevac and medical travel service costs are the responsibility of the Contractor, beyond the prepaid amount. NASA and travelers will not incur additional costs. The Contractor will coordinate payments directly with travelers and their insurers.

• Reporting: Operational readiness prior to every launch/landing, annual program status meetings, annual updates on Russia and Kazakhstan medical facilities' points of contact and capabilities.

• Plans: Annual written medevac plan of action/response for frequently visited locations (e.g., Moscow, Baikonur, Montreal, Tokyo).

• Accreditation: Compliance with CAMTS and EURAMI standards or equivalent.

• Simulations: Participation in NASA Contingency Tabletop simulations (estimated twice per year).

• Worldwide, without exception.

• Notification Process: NASA will co-develop a notification process for medical reports.

• Registration Capability: Provide a secure electronic registration capability for travelers, meeting data protection standards.

• Soyuz Crew Transport: Provide reservation and call-up service for air ambulance transport for Soyuz crew landing events.

• Medical Isolation Unit: Provide a medical evacuation using a Portable Medical Isolation Unit upon request.

• Indemnification: Contractor shall indemnify the Government for claims arising from their direct performance, unless the Government is found liable.
