Statement of Work (SOW)

To provide supplies and services for emergency spill clean-up operations, including removal and disposal of contaminated materials, as requested by the Contracting Officer (CO) or their representative.

• Furnish personnel, supervision, equipment, environmental service supplies, and field/laboratory analytical services.

• Obtain samples to determine contamination levels in accordance with state and EPA requirements.

• Remove or assist in removing underground storage tanks (USTs).

• Assist with aircraft accident clean-up operations (remove, transport, and dispose of contaminated soils and investigative derived waste).

• Clean fuel storage tanks.

• All operations must comply with applicable OSHA and state safety requirements.

• Remove contaminated materials (liquids, absorbent materials, soil) as directed by the Wing Environmental Coordinator (WEC).

• Disposal of removed materials must be at a state-certified landfill or a Contractor-operated-off-base facility, or recycled at a qualified recycling center. Disposal sites must be approved by the WEC.

• Sampling and reporting of analytical results to the WEC.

• Analytical reports must include specific details such as sample location, date, methods used, detection limits, and chain of custody documents.

• Response time for clean-up operations: minimum of 8 hours to a maximum of 24 hours from notification, depending on the type of response required.

• Period of Performance: October 2025 through October 2030 (NTE: 5 years).

• Primary location anticipated: Moody AFB. Operations may also be required at various other locations.

• Contractor must provide qualified samples to a state or federally certified lab.

• Disposal documents, including weight tickets, must be provided to the WEC.

• Mobilization costs for equipment and personnel to Moody AFB are to be included in pricing.

• Contractor must obtain base visitor passes for personnel.

• Prices quoted must be as low as or lower than charged to the supplier's most favorable customer.

• Landfill tipping fees and material sampling costs are straight pass-through costs with no mark-up.

• Delivery tickets/invoices must accompany all deliveries and include specific information.

• The Government reserves the right to inspect or test supplies or services.

• An updated price list shall be submitted annually.

• The agreement may be discontinued with thirty (30) days written notice.
