Scope of Work

Contractors will provide comprehensive emergency water damage restoration services, including extraction, debris removal, drying, cleaning, sanitizing, deodorizing, and anti-microbial treatments. Services cover interior areas affected by clear, grey, or black water. This includes moving furniture, and removal/disposal of contaminated materials. The scope explicitly excludes repairs to buildings, structural equipment, or furniture. Performance locations are Edwards AFB, CA 93524, and Palmdale, CA 93550.

Contract Details

This acquisition is for a Blanket Purchase Agreement (BPA), which will be unfunded and charged upon authorized calls. Multiple awards are anticipated. The period of performance is July 1, 2026, through June 30, 2031 (5 years), with an estimated BPA value of $3,000,000.00, subject to annual re-evaluation. Individual calls are limited to $300,000.00, or $25,000.00 if paid by Government Purchase Card. Contractors must respond to calls with a telephone response within 1 hour, a site visit/estimate within 2 hours, and commence services within 2 hours of estimate approval.

Cybersecurity Maturity Model Certification (CMMC) 2.0 Level 1 compliance is required by November 10, 2025, and will be verified via the Supplier Performance Risk System (SPRS). Bidders must also comply with applicable Service Contract Act Wage Determinations for Kern and Los Angeles Counties, California, which specify minimum wage rates and fringe benefits (e.g., $5.55/hour Health & Welfare).

Submission & Evaluation

This is a Request for Quote (RFQ), Solicitation Number FA930126Q0017, issued as a combined synopsis/solicitation. Offerors must submit a signed copy of the SF 1449 (Attachment 6) and complete the Approved Price List (Attachment 2). Required submission information includes DUNS, CAGE Code, Contractor Name, Payment Terms, Point of Contact, Email, FOB, Warranty, and Offer Expiration Date.

Proposals will be evaluated on a Best Value basis considering three factors: 1) Price, 2) Past Performance, and 3) Technical Acceptability. Price will be ranked lowest to highest, with evaluation beginning with the lowest-priced quotation. Past performance requires 1-3 recent (within 5 years) and relevant records. Technical acceptability will assess compliance with BPA Terms and Conditions, the Model Agreement, and the Performance Work Statement (PWS).
