Quick Summary

The Department of the Air Force (AFRL) is soliciting white papers for Endless Forge (EF), an initiative to establish a Manufacturing as a Service (MaaS) capability. This program aims to create an adaptive, resilient, and scalable manufacturing network to rapidly scale weapon systems and enhance US industrial base dominance. Multiple awards are anticipated under Other Transaction (OT) for Prototype and Cost Plus Fixed Fee (CPFF) agreements. White papers are due February 19, 2028, by 1400 EST.

Scope of Work

Endless Forge seeks innovative products, technologies, and services across two primary Areas of Interest (AOI):

  • AOI 01: EF Technology Sprints focuses on reducing technical risk in enabling technologies such as Model-Based Quality Assurance, Modular Integration, IntelDevOps, Software-Defined Manufacturing, Secure Data Exchange, and Engines/Subsystems.
  • AOI 02: Technology Demonstration aims to demonstrate the overall Endless Forge concept through applications like Attrition-Tolerant Mass & Subsonic Systems, Autonomous Collaborative Platforms (ACPs), Space Systems, and High-Speed Affordable Weapons. AOI 02 efforts require a Department of the Warfighter (DoW) sponsor. The desired operational model is a Contractor-Owned, Contractor-Operated (COCO) MaaS available to all government customers, emphasizing enterprise-wide interoperability and digital thread integration.

Contract & Timeline

  • Type: Solicitation (Open Period) for Prototype (OT) and CPFF awards.
  • Total Program Estimated Cost: $149 Million, with multiple awards anticipated.
  • Period of Performance: Approximately 36 months per award (33 months technical, 3 months reporting).
  • Set-Aside: Unrestricted. Small businesses are encouraged to propose. Foreign participation is not authorized at the prime contractor level.
  • White Paper Due: February 19, 2028, by 1400 EST.
  • Published: April 20, 2026.

Key Requirements & Deliverables

Initial submissions are white papers (5-page limit), with subsequent proposals for selected efforts. Deliverables may include Data Items (CDRLs), Software, and Hardware. Contractors must adhere to strict security protocols, including potential TOP SECRET facility security clearance, export control regulations (ITAR/EAR), and certified DD Form 2345. Key personnel will undergo a Security Risk Review (AFRLI 61-113), requiring submission of a Research and Related Senior and Key Person Profile, Security Program Questionnaire, and Privacy Act consent. U.S. citizenship is required for personnel accessing government facilities or IT networks.

Additional Notes

The program embraces model-based acceptance and performance-based qualification. AFRL is open to solutions including Additive Manufacturing (AM) and is exploring data sharing options for faster iteration. Efforts are underway to address small business concerns regarding experimental failures through potential shared insurance pools.
