Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for on-site film digitization, information technology (IT) support, and equipment maintenance services for the National Geospatial-Intelligence Agency (NGA). The goal is to ensure continued critical imagery support to the warfighter and defense and intelligence communities by converting historical hardcopy film archives into high-resolution digital imagery.

• Film Digitization Operations: Provide a Team Lead and six (6) Digitization Specialists to perform day-to-day scanning operations. This includes retrieving, handling, cleaning, repairing, digitizing, and storing space-based and airborne film. Scanning approximately 10 cans per day per individual on Meridian Dragon scanners is expected. Customer requests using NARA film must be fulfilled within five business days using DSW equipment. Internal holdings must be scanned and delivered within 96 hours.

• Information Technology: Specialists must possess intermediate computer skills for digitization, conversion, retrieval, and long-term storage of historical imagery files. System reliability is critical.

• Maintenance: Maintain all equipment per manufacturer instructions. Establish formal maintenance agreements with NextScan for Apex 'Meridian Dragon' systems. Ensure qualified on-site technical support and maintain an inventory of critical spare components. Quarterly preventative maintenance and cleaning are required.

• Digitization Equipment Training: Conduct annual in-person training at the DIA facility covering operational aspects of scanning equipment. Provide comprehensive technical documentation and step-by-step training guides. Team members must receive a certificate upon successful completion.

• Operations Center Attire: Comply with NGA dress code policy and wear clean room attire when working on the digitization floor or digitizing film.

• Physical Requirements: Personnel must be able to handle film canisters, lift/carry 25 pounds, stand for prolonged periods, work at elevated heights, distinguish colors, and travel.

• Safety: Knowledge of and experience with safety equipment, including safety footwear and eyewear, is mandatory.

• Travel: Provide on-site, on-demand maintenance support in Washington, D.C. All authorized travel requires written approval and submission of detailed travel plans and reports.

• Work Schedule: Standard duty hours are eight (8) hours daily with mandatory core hours from 0900 to 1500 Eastern Time. Personnel are deemed mission essential.

• Work Site: Primary duty station is DIA Headquarters in Washington, D.C. Travel to NGA headquarters in Springfield, Virginia may be required.

• Reporting Requirements: Submit weekly status reports (including task updates, performance metrics, deliverable status, technical issues, resource utilization, risk updates) and comprehensive monthly performance reports (including executive summary, consolidated metrics, financial status, equipment status, personnel status, quality control statistics, forecasts, risk register). Conduct Quarterly Program Management Reviews (PMRs).

• Deliverable Schedule: Specific deliverables include Digitization Equipment Maintenance Schedule, Digitization Equipment Training Manuals, Pre-Travel Expense Report, Post Travel Report, Weekly Activity Report, Monthly Status Report, and Quarterly PMR.

• Period of Performance: One base year (July 12, 2026 – July 11, 2027) and four option years.

• Place of Performance: Primarily at the DIA Headquarters facility in Washington, D.C. Travel to NGA headquarters in Springfield, Virginia may be required.

• Security: Contractor personnel performing Top Secret/Sensitive Compartmented Information (TS/SCI) work require active TS/SCI clearances. Personnel are subject to a Counterintelligence Scope Polygraph. Compliance with NGA, IC, and DoD information security and operational security policies is mandatory. Foreign nationals are not permitted to perform unclassified work. Prohibited Portable Electronic Devices (PEDs) are not allowed without prior approval. Information handling must comply with security classification guides.

Request for Information (RFI)

This RFI seeks information from industry regarding a contract requirement for the National Geospatial-Intelligence Agency (NGA) for on-site film digitization, information technology (IT) support, and film inspection equipment maintenance and services. The goal is to identify interested sources and gather information on practices and capabilities that could increase efficiencies for NGA's Endor requirements. This RFI is for planning purposes only and does not constitute a commitment to contract or an invitation for proposals.

• Requires a unique combination of photographic, digital, technical, and mechanical expertise, along with strong communication skills.

• Period of Performance (POP): Anticipated as a Base of 12 Months with four (4) 1-Year Options.

• Location(s): Primary duty station is the DIAC in Washington, DC, with potential expansion to various CONUS scanning sites (Springfield, VA; Lenexa, KS; Sioux Falls, SD).

• Responses are due no later than 10:00 am CT on February 20, 2026.

• Pricing is not requested at this time.

• This RFI is set aside solely for small business participation.

• Contractors MUST be registered as a small business on SAM.gov under NAICS code 541611 to submit a response.

• NAICS Code: 541611 Administrative Management and General Management Consulting Services – $24.5M.

• Security Requirements: Contractor personnel require a minimum of TOP SECRET/SCI eligibility. Counterintelligence Scope Polygraph (CSP) exam may be required. NGA will sponsor security indoctrinations, accesses, CAC, and other required items.
