• Business size and socioeconomic certifications (NAICS 561210).
• Capabilities for EMCS O&M, including technical requirements, past experience, personnel qualifications, EMCS brands supported, specialized tools, and cybersecurity compliance.
• Self-performance versus subcontracting plans, including task-level breakdowns and identification of potential subcontractors.
• Perceived risks for a contract of this scope.
• Feedback on the DRAFT PWS and any other comments or suggestions.

Respondents are instructed to submit a capability statement of no more than ten (10) pages, focusing only on materials related to the DRAFT PWS. The point of contact for this "sources sought" is SSgt Nadjma Spellman.

Statement of Work (SOW) / Performance Work Statement (PWS)

To ensure the Energy Management Control System (EMCS) operates at peak efficiency, providing a comfortable and safe environment for facility occupants while maximizing energy conservation at Joint Base Andrews and two satellite locations.

• Operate, maintain, repair, and upgrade the EMCS.

• Monitor and control HVAC equipment, and manage alarm conditions.

• Perform maintenance, inspections, and troubleshooting of EMCS equipment.

• Assist with seasonal HVAC system change-overs and administer temperature set-point policies.

• Provide cybersecurity services for the EMCS, ensuring compliance with DoD and Air Force policies.

• Install, program, edit, and modify EMCS hardware, software, and control sequences.

• Respond to network and EMCS equipment/power outages.

• Provide technical support for EMCS malfunctions and failures.

• Develop and implement a comprehensive Preventive Maintenance (PM) program.

• Conduct annual facility inspections of EMCS-connected equipment.

• Create and modify graphics displays for the EMCS interface.

• Provide emergency service support 24/7/365 for critical system failures.

• Procure all necessary parts and materials for maintenance and repair on a reimbursable basis.

• Provide services for upgrade, replacement, and expansion of the EMCS.

• No more than 1 complaint validated by the COR per month.

• All required reports submitted accurately and on time 95% of the time.

• Virtual Technical Support provided within 4 hours of request 95% of the time.

• On-site Routine Service response initiated by next business day 95% of the time.

• Emergency Calls response initiated within 2 hours 100% of the time.

• 98% of all reimbursement invoices and quotes are accurate and submitted with correct supporting documentation.

• 95% of all project milestones for funded tasks are completed by the mutually agreed-upon deadline.

• 100% of all Critical and High vulnerabilities remediated within 30 days of notification; Moderate vulnerabilities remediated within 90 days.

• 100% of all personnel performing technical work shall have valid, current certifications on file with the COR at all times.

• Joint Base Andrews, and satellite locations in Brandywine and Davidsonville, Maryland.

• Contractor personnel must possess necessary knowledge, skills, and abilities, including state and federal certification for refrigerants.

• Personnel must read, write, speak, and understand English fluently.

• Key personnel include an EMCS Service Administrator and an EMCS IT Administrator with specific experience and certifications.

• Contractor personnel must meet investigative requirements for privileged access to Government systems and comply with OPSEC requirements.

• All contractor employees must be US citizens.

• Contractor must maintain a quality control program and submit it for approval.

• Contractor must comply with all physical security requirements and procedures.

• Weapons and illegal/controlled substances are not authorized on JBA, MD.

• Contractor must honor manufacturer and contract warranties.

• Government will provide police, fire, and medical emergency response services.
