Engine test cell PLC upgrade

Statement of Work (SOW) / Performance Work Statement (PWS)

To upgrade the GE Fanuc 90-30 Programmable Logic Controller (PLC) in Engine Test Cell 4 to a new Allen-Bradley CompactLogix 1769 Series PLC system. This upgrade is necessary because the current GE Fanuc PLC is obsolete and unsupportable, and its failure would result in indefinite downtime for Engine Test Cell 4.

• Transpose existing PLC ladder logic into RSLogix5000/Studio 5000 to ensure the upgraded system mimics current operational functionality.

• Create CAD drawings of the Allen-Bradley CompactLogix installation, including all wiring from terminal strip to module edge connectors, provided in PDF and DWG formats.

• Remove the existing GE Fanuc 90-30 PLC.

• Install the new Allen-Bradley CompactLogix 1769 Series PLC, utilizing existing wiring where possible and adding necessary new wiring, terminals, breakers, fuses, labels, and panel building materials.

• Conduct operational checks to verify the functionality of all PLC-related controls.

• Quality Control (QC): Contractor shall develop and maintain an effective QC Program to ensure services meet PWS requirements.

• Quality Assurance (QA): Government will evaluate performance based on the Quality Assurance Surveillance Plan (QASP).

• Performance Requirements Summary (Attachment 1) details specific tasks and performance standards, including "Replacement Parts/Upgrade" and "Product Conformance," with an Acceptable Quality Level (AQL) of "No failure rate" and "100% inspection by the COR."

• Period of Performance (POP): Sixty (60) calendar days.

• Place of Performance: Corpus Christi Army Depot, 308 Crecy Street, Corpus Christi, Texas.

• Safety: Comply with FAR 52.236-13, Accident Prevention, and provide a Site-Specific Safety and Occupational Health Accident Prevention Plan (APP) and Activity Hazard Analysis (AHA).

• Security: Refer to Part 7.3, Attachment 3 for Security Requirements, including Installation Access Control and potential background investigations.

• Training: Contractor employees must complete Anti-Terrorism (AT) Level I Training and OPSEC Level I Training within specified timeframes.

• Government Furnished: Government will provide access to Engine Test Cell 4, workspace, and utilities. Government will also provide a COR/Project engineer.

• Contractor Furnished: Contractor shall furnish all labor, parts, material, equipment, supplies, and tools required for the project, except for Government-furnished items. No standard warranty is provided.

Request for Information (RFI)

This document is a Request for Information (RFI) issued solely for information and planning purposes regarding an "Engine Test Cell PLC Upgrade." It is not a Request for Proposal (RFP) and does not guarantee a future RFP will be issued. The government is seeking input to determine the applicable planning and acquisition strategy.

• Whether the company is a small business and its socio-economic concerns.

• Input for the products requested (referencing an attached PWS).

• Whether pricing offered is GSA or Open Market.

• All questions and responses must be submitted in writing to Edward Chilson (edward.a.chilson.civ@army.mil).

• Responses must be submitted in MS Word or Adobe PDF format.

• The deadline for submission is Monday, 22 June 2026, 12:00 PM CST.

• The RFI asks if the company is a small business and to identify socio-economic concerns if applicable.

• All information submitted is strictly voluntary.

• The U.S. Government will not pay for any information requested or costs incurred in developing it.

• Responding to this RFI does not preclude participation in any future RFP.

• If a solicitation is released, it will be synopsized on the Army Single Face to Industry (ASFI).

• Respondents will not be notified of the results of this information request. Proprietary information must be clearly identified.
