Statement of Work (SOW) / Performance Work Statement (PWS)

To provide the U.S. Army Corps of Engineers, Wilmington District, Engineer Repair Yard (ERY) warehouse with a replacement roof.

• Remove and replace twenty (20) existing 3' x 10' translucent roof panels with new translucent panels and corrosion-resistant fasteners.

• Repair perforated areas of the southeastern corner roof and wall sheathing by cleaning and installing a metal sheathing patch (minimum 24-gauge steel).

• Clean and prepare the entire roof for a new uniflex roof coating system, applying commercial grade uniflex silicone sealant with uniflex one flash system to penetrations. The roof dimensions are approximately 48'x100'.

• Remove and replace damaged timber framed storage loft and office ceiling, including framing, sheathing, insulation, and gypsum board ceiling, in an area approximately 18'x4'.

• Test for and remediate mold in the damaged area.

• Dispose of or recycle all removed material and debris at an off-site location.

• Period of Performance (POP): 90 days from the contract award date.

• Worksite Location: U.S. Army Corps of Engineers, Wilmington District, Engineer Repair Yard, 232 Battleship Road, Wilmington, NC 28401.

• Pick-ups and deliveries are Monday-Friday, 0800-1500 hours.

• Compliance with EM 385-1-1, Safety and Occupational Health Requirements (Revision 15-MAR-2024).

• Compliance with Federal & State Transportation Laws & Regulations.

• Any additional repairs discovered during roof removal must be documented on a Condition Found Report (CFR) and submitted to the TPOC and Contracting Officer (KO) within 15 days of the end of the POP.

• A Level 2 Site Safety and Health Officer (SSHO) and a Competent Person for Fall Protection are required.

• General security requirements, including Antiterrorism (AT) Level 1 training, physical security and access control, and suspicious activity reporting training, apply to all contract personnel.

• Pre-screening of candidates using the E-Verify Program is required.

• Invoicing: Submit invoices to the TPOC via USPS or email, including contract number, invoice number, company name/address, CLINs, description, quantity, unit price, extended price, and indication of small business/veteran-owned/8A status if applicable. Invoice date must be the date sent to the COR.

Solicitation / RFP / RFQ

This solicitation is a Request for Quote (RFQ) under FAR Part 13 for Simplified Acquisition Procedures for Non-Commercial Acquisitions. The project involves the "ENGINEER REPAIR YARD WAREHOUSE ROOF REPLACEMENT" located at the Engineer Repair Yard, 232 Battleship Road, Leland, NC 28451. The estimated magnitude of construction is between $25,000.00 and $100,000.00.

• The primary deliverable is the replacement of the warehouse roof at the specified location.

• Award will be made to the Lowest Priced, Technically Acceptable (LPTA) quote.

• Period of Performance: 10 calendar days after notice to proceed to complete within 90 calendar days.

  • Previous experience on a minimum of two (2) similar contracts/projects.
  • Submission of a technical proposal demonstrating ability to meet SOW requirements.

• This solicitation is a 100% Small Business Set-Aside.

• A site visit is scheduled for Thursday, May 7, 2026, at 9:00 AM ET at the Engineer Repair Yard, 232 Battleship Road, Leland, NC 28451. RSVP is required by Wednesday, May 6, 2026, 12:00 PM ET.

• No makeup site visits will be scheduled.
