Scope of Work
The selected contractor(s) will provide comprehensive engineering and support services, including:
- Automotive Testing: Performance, reliability, Advanced Driver Assistance Systems (ADAS), and runflat testing for armored vehicles.
- Cybersecurity Testing: Identification of risks and mitigation strategies for automotive electronics and onboard systems.
- Ballistic and Material Testing: Research, development, and testing of armor materials, components, and armored vehicles, including blast, forced entry, and material characterization.
- Anti-Ram Engineering and Test: Design, engineering, analysis, and testing of anti-ram barrier systems.
- Blast and Security Engineering and Test: Blast mitigation design, testing, and general physical security consulting. Deliverables include Detailed Test Plans, Test Reports, R&D Project Summaries, and Modeling and Simulation Reports, as specified in the Contract Data Requirements List (CDRLs). All contracted activities will be conducted at Contractor-provided facilities.
Contract Details
- Contract Type: Multiple Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts. Delivery Orders will be Firm Fixed Price, Labor Hour, or Time-and-Material, with a reimbursable line item for travel.
- Period of Performance: July 1, 2026, to June 30, 2031 (five years).
- Estimated Value: Minimum guarantee of $2,000.00 for the entire period. Maximum is 40 automotive testings for the entire period.
- NAICS Code: 541330 - Engineering Services (Small Business Size Standard: $25.5M).
- Security Requirements: Facility security clearance at the SECRET level is required, and contractor personnel must possess a SECRET personnel security clearance.
Submission & Evaluation
Proposals must be submitted in three volumes:
- Volume I – Technical: (Max 23 pages) Covering Technical Capabilities, Appropriate Facility, and Testing Experience.
- Volume II – Past Performance: (Max 2 pages) Focusing on recent and relevant past performance.
- Volume III – Pricing: (No page limit) Including the completed pricing worksheet, signed SF-1449, assumptions, exceptions, and a subcontracting plan for large businesses. Proposals will be evaluated based on Technical, Recent and Relevant Past Performance, and Price, with Technical and Past Performance being significantly more important than Price. Submission is electronic via email to the specified contacts.
