Scope of Work
The required support encompasses research and development, engineering, and integration across several key areas:
- Mobile Over-the-Horizon Radar R&D: Design, develop, install, and maintain long-range surveillance and targeting systems for HF radar on mobile platforms.
- HF Surface Wave Radar R&D: Design, develop, and install wideband surface wave systems for long-range detection of surface targets.
- Arctic HF OTH Radar R&D: Design, develop, and install wideband multi-function receive systems for detecting low-altitude targets in arctic/polar environments.
- Homeland Defense Radar R&D: Design, develop, and install HF over-the-horizon skywave radar for aircraft detection and tracking.
- High Power HF Transmitter R&D: Design, build, and install modular transmit systems on mobile platforms or land.
- Multifunction RF Systems R&D: Design, develop, and install integrated radar, communications, and electronic warfare systems.
- Technical Program Support: Provide general, administrative, and technical support, including reporting and documentation.

Response Requirements
Interested parties should submit responses, not exceeding 15 pages, including:
- Contact Information: Company name, POC, business size/socioeconomic categories (for NAICS 541715), UEI/CAGE Code.
- Technical Information: Description of capabilities/resources relevant to the draft SOW, prior experience of similar scope/complexity, current facility clearance (FCL) status, questions/suggestions for the SOW, and a determination of whether the tasking is commercial or non-commercial.
Place of Performance
Work will primarily be performed at the Naval Research Laboratory, 4555 Overlook Ave., Washington, D.C. 20375. Other locations include the Chesapeake Bay Detachment (CBD) in Chesapeake, MD, Tilghman Island, MD, NASA Flight Facility in Wallops Island, VA, Naval Air Station Patuxent River, and other government facilities. Contractor facilities may also be utilized.
Special Requirements
- Security: Technical personnel require collateral SECRET clearances; interim-SECRET is allowed for new hires. Personnel needing Secret access must have a favorably completed Tier 3 investigation and final Secret clearance at proposal submission.
- Travel: Periodic travel for experimental research, government reviews, and scientific meetings is required.
- Deliverables: Include Funds and Labor Hour Expenditure Reports, Scientific and Technical Reports, Meeting Minutes, Government Property Inventory Reports, Software/Hardware Design Descriptions, and Patent Reports.
